Micronesia iGaming Market Research Report

The Federated States of Micronesia (FSM) is a country located on the western side of the Pacific Ocean, consisting of islands, and has a population of about 115,000 people. The development and regulation of iGaming in FSN are very limited; therefore, it is an excellent opportunity for offshore iGaming companies to service the market in the Pacific region. As it stands today, there have been no significant changes to the laws and regulations regarding iGaming, and currently, there are only a few states that are allowing Charitable Bingo, which has opened up the door for discussions concerning legalizing iGaming to promote tourism.

Market Overview

The FSM does not have an iGaming market. No one has tracked how much revenue is generated for iGaming or any type of revenue growth rate or number of players as of 2025. All players within FSM are using offshore platforms to play, which only generate a small portion of the total global revenue generated for gambling ($574.55 Billion in 2025 compared to $546.85 Billion in 2024, with a Worldwide CAGR of approximately 5% from 2020 to 2025). FSM has a casino gaming market that is forecasted to grow only 0.37% in 2025 and therefore does not support the local infrastructure to support gaming outside the United States.

Regulatory Landscape

The FSM does not have a federal law covering these types of gambling by 2025. In theory, all four FSM members have the same power to control gambling. Each state has established rules regarding limited charitable gambling and has retained its authority to prohibit or permit other forms of gambling. A void exists because gambling activity is allowed to be conducted online through foreign websites, and there are no regulations to provide plaintiff protection against such activity.

Overview of Existing Gambling Regulations

The FSM does not provide any nationwide bans on gambling; therefore, it operates on the basis of being the opposite of the Pacific Islands, which have enacted many laws to regulate the gambling activities of their citizens. The FSM has no restrictions on gambling activity at the federal level (land-based and online); therefore, all activities relating to casino and sports/wagering are considered to fall within the gray area of legality and regulation.

  • Each of the four members has its own laws and policies regarding gambling.
  • Chuuk and Yap have established laws that allow charitable, educational, and public purpose gambling, while commercial and private gambling activities are restricted.
  • Kosrae treats all forms of minor wagering as a misdemeanor; Kosrae has no commercial gambling activity.
  • Pohnpei has failed to establish a legal framework for establishing commercial casinos/resorts as proposed in 1983 and 1995, and so there is little in the way of any legal framework for charitable bingo or raffle events.
  • State-operated lottery systems and commercial casino systems do not exist in the FSM; on occasion, there are some charitable raffle events, but there are no commercial lottery systems.

Licensing Requirements and Regulatory Authorities

The federal government does not have a governing body and therefore does not oversee the decisions made by the individual states regarding commercial iGaming.

  • State Requirements: Non-profit Bingo/Raffle gaming can be approved by local state governments; there are no guidelines on operator standards, capital, technology compliance, etc. All states deal with licensing on a case-by-case basis, and none of them have a dedicated commission like the Curacao Gaming Commission or Malta’s Lotteries and Gaming Authority.
  • Off-Shore Wagering: Persons in states with no regulated iGaming market often utilize gaming websites licensed by other jurisdictions (i.e., Curacao), which allows them to avoid their state’s prohibited activities, but these players also do not have access to regulatory protections under the Federal Sports Betting Modernization Act.

Taxation and Compliance Details

Winnings from iGaming are not currently subject to any taxation because there are no regulated markets for these types of games.

  • Tax Rates: There are no applicable tax rates for casinos/online gambling. Rates for state-charitable gambling vary by state and generally have a “non-profit” exemption.
  • Reporting/Compliance Obligations: No reporting obligation exists; offshore winnings are not taxed if awarded in-state, but there are instances where there may be indirect influences from U.S. Compact Agreements.
  • Penalties: States have their own penalties for unauthorized activities. There are no federal enforcement mechanisms against these activities.

Table 5: Licensing, Taxation & Compliance

TopicStatus in Micronesia
iGaming license typeNone; no official licensing processes or defined license categories
Licensing authorityNo federal or state-level authority established for commercial operators
Tax on GGR / iGamingNot defined due to the absence of a regulated licensing framework
Tax on charitable playState-dependent; often minimal or exempt for non-profit activities
AML / KYC requirementsNo domestic framework; compliance relies on offshore operator jurisdictions
Player protectionNo national responsible gambling standards or formal dispute resolution mechanisms

Upcoming Legislative Changes

As of late 2025, there are no confirmed federal reforms, maintaining a 2020 stasis. Tourism-driven dialogues continue and echo in part historic discussions about Pohnpei resorts, and may also likely include integrated casinos, legalizing high-roller gambling for those guests.

  • At the state level, bingo capabilities will likely see expansion due to economic circumstances, but currently, there are no actions within the FSM reflecting global trends, such as Curacao overhauls, that could be a driving force in the FSM.
  • Potential risk factors are the vulnerability of players, and advocacy frameworks will likely develop with the growth of offshore use by players.

Competitive Landscape

As there are no domestic operators, since no federal regulation has been authorized to license such businesses in the United States of America, the entire market for online gaming is supplied by international, offshore gaming platforms that provide services to citizens living in the Federated States of Micronesia (FSM). As a result of no local casinos, licensed lottery operations, or licensed sportsbooks available to the public in FSM, the competition in the online gaming market is among international online gaming service providers who are licensed by a regulatory body in either Curacao, Malta, or Anjouan. These companies compete to access FSM’s very small online gaming player population by means of promotional offers, accessibility to their gaming platforms, and their capabilities for mobile devices and cryptocurrencies.

Key Market Players

Local Operators: None exist; commercial gambling is prohibited, with only sporadic state-approved charitable bingo/raffles by non-profits.
International/Offshore Operators (accepting FSM players):

  • Curacao-licensed casinos (e.g., generic platforms offering slots/table games; specific names untracked locally).
  • Sites supporting PayPal, Visa/Mastercard, Bitcoin (e.g., modern HTML5 providers with live dealers).
  • Broader Asia-Pacific players like Bet365, Betsson AB, and 888 Holdings are indirectly accessible, though not FSM-targeted.
No FSM-specific endorsements; players select via reviews for trustworthiness.

Table 6: Market Players and Structure

SegmentDescription
Local operatorsNone, as there are no licensed casinos, sportsbooks, or lottery operators
Offshore casinosPlatforms licensed in Curacao, Malta, and other jurisdictions that accept FSM residents
Market shareOffshore operators account for virtually 100% of iGaming activity
Targeting levelFSM is rarely targeted directly and is typically grouped under “rest of world” markets
Vertical strengthStrongest performance in slots and table games, with weaker localization in sports and lottery

Market Share Distribution

Because of the unregulated nature and lack of tracking of FSM, we cannot quantify it; we believe that 100% are being operated informally by offshore operators.

  • Dominant Segments – the majority (~70% according to worldwide stats) of online gambling is based on slots/table games, while sports betting & poker comprise a smaller amount (~20 – 30%).
  • Allocation of Players – the technology-savvy millennial generation appears to be most likely to use a crypto-based gambling site, with card-based sites being more predominant amongst all other demographics, and very limited e-wallet usage (Currently only permitted through PayPal).
  • Regional Context – While the overall online gambling market is projected to reach $39,850,000,000 by 2024, FSM is expected to have little to no presence in the Asia-Pacific region.
  • Distribution – Versatile licensed offshore operators are likely to dominate niche operators within this market.

Partnerships and Strategic Alliances

At present, noFSM operators or collaborators exist locally due to a lack of regulation. Therefore, the following are examples of indirect access through global alliances (e.g. Strategic offshore) in which software providers (like Slotegrator) integrate their systems with other companies.

  • The applications proposed for Pohnpei in 1983 and 1995 were made with outside investors, but eventually fell through after no further connection was made via an ongoing partnership with outside investors.
  • Tourism boards in partnership with other tourism providers can create opportunities for future resort development, while the United States Government’s Compact of Free Association and other aid will lead to economic partnerships between the FSM and other countries.
  • Most operators currently focus on affiliate marketing, rather than establishing business agreements that benefit only their FSM territories.

Consumer Trends

Due to their geographic isolation and limited choices for gaming options locally, the Micronesians tend to utilize iGaming primarily for short time periods on offshore gambling websites.

Player Behavior and Preferences

  • Frequency: Low-volume play; young adults (21+) average short bursts, favoring slots (simplicity), blackjack (strategy), and live dealers over sports betting or poker.
  • Habits: Private, browser-based access; Pasifika analogs show males gaming 15+ hours weekly more than females, with loot boxes/microtransactions appealing to 66% of youth.
  • Spending: Modest at $50-55 monthly on casino games was available; risk of escalation noted in informal family betting.

Payment Methods and Technological Trends

The most commonly used payment methods are:

  • Cryptocurrencies (e.g., Bitcoin) are not only fast with very low fees (<1%) that are irreversible, which makes them very attractive to send money to islands where e-wallets may not be accepted.
  • Credit/Debit (i.e., Visa/Mastercard) cards can be accepted by many merchants worldwide, although this method generally comes with associated fees (though some merchants may choose to cover these fees).
  • PayPal is the only legitimate e-wallet available for deposits; as such, there is no availability for either Skrill or Neteller.
  • Bank transfers are the most commonly used method; they take longer for the funds to arrive.

Technology Innovation:

This is driven by the increased use of mobile HTML5 browsers; transparency due to blockchain will continue to facilitate the auditing of transactions and broaden access for users to send/receive funds who otherwise would have difficulty accessing them through traditional banking methods.

Table 7: Payment Methods & Tech Usage

Method / TrendRole for FSM Players
Credit / debit cardsPrimary fiat payment method, mainly Visa and Mastercard, on major offshore platforms
PayPalMost commonly available e-wallet; many alternatives face regional restrictions
Bank transferAvailable but slower, with higher fees and more friction for users
CryptocurrenciesGrowing in importance due to speed, lower fees, and ease of access from island markets
DevicesSmartphones dominate usage; desktops are used for longer or more complex sessions
Platform techHTML5-based web platforms; no locally regulated native casino apps in FSM

Social and Cultural Influences on iGaming

Pacific Conservative Norms define gambling as a community or charitable activity rather than a business vice.

  • Communal Ties: The obligations created by one’s church and family create seasonal gambling activities. Tongan and Pasifika views define gambling negatively due to social status. The concept of “community” through raffles is still commonplace; however, the risk associated with internet gambling is much more pronounced than it used to be.
  • Migratory Factors: The isolation and economic pressures of the diaspora create an escapist nature for gambling. This may lead to similar behaviors and experiences as are seen in FSM (Federated States of Micronesia) youth.
  • Cultural Barriers: High-stakes gambling in FSM is often shunned due to cultural stigma, making it difficult to attract high-rolling tourists.

Opportunities & Challenges

The growth potential exists through changes in regulations similar to the changes of neighboring Pacific Countries and the rebound of tourism following COVID-19, as State Casinos will create jobs and revenue to assist the State, i.e., Pohnpei. New entrants can take advantage of the low bar for entry via ‘offshore’ operations, and serve an audience of 115,000 people PLUS all the tourists that come through with crypto and mobile capabilities. The current challenges include uncertainty from the Federal government regarding responsible gaming operators and the current limitations of banking due to several e-wallet providers not currently operating in the country. Operationally, there are challenges to overcome with the selection of offshore operations and the cultural resistance; therefore, developing innovative products such as localized mobile apps or Crypto Lotteries provides an investment opportunity. Each state’s requirements differ; therefore, there are individual compliance requirements for bingo-style entries.

Conclusion & Recommendations

Micronesia currently lacks a regulatory framework in iGaming, which leads to heavy reliance on offshore providers, low player participation, and opportunities for cross-promoting tourism. Stakeholders have little difficulty entering the iGaming market, but they face challenges related to compliance and access.

Operators must look to licensed offshore operators that accept cryptocurrencies and PayPal, while at the same time monitoring for any future hybrid state bingo expansions. Investors are focusing on tourism-integrated proposals while advocating for a federal framework for taxing/revenue purposes. As the legalization debate continues, the long-term outlook appears favorable with increased growth projected by 2030 based on trends throughout the Pacific region.
