Michigan’s gambling industry faces a potential financial shocker. Governor Gretchen Whitmer unveiled a new budget proposal this Wednesday. Her plan includes aggressive tax hikes for sports betting operators. She aims to shore up the state’s Medicaid funding. The proposal seeks nearly $200 million in fresh annual revenue from the gaming sector alone.
A Tax on Every Single Bet
The most controversial part of the plan targets betting volume. Whitmer wants sports markets to pay a fee for every wager they accept. The state would charge 25 cents per bet for the first 20 million wagers. The fee doubles to 50 cents for every bet after that. This structure punishes operators who handle high volumes of small bets. State budget analysts predict this fee will generate $39 million each year.
The Illinois Warning Sign
Michigan is not inventing this concept. Illinois lawmakers passed an identical “per-bet” tax last year. The results provide a grim case study. Betting activity in Illinois dropped 15% after the law took effect. Sportsbooks responded by adding surcharges to customer transactions. Players stopped betting as much. Now, Illinois regrets the move. Rep Daniel Didech currently chairs the House Gaming Committee there. He introduced a bill this month to repeal the fee entirely. Other officials warn that Michigan will suffer the same fate. Rep Jehan Gordon-Booth spoke to legislators in Puerto Rico last December. She urged them to avoid damaging the industry for short-term gains.
Hitting Online Casinos Too
Whitmer also wants a bigger slice of online casino profits. Her budget targets the most successful operators. Currently, companies pay roughly 28% tax on their revenue. The new plan raises this to 36% for any revenue above $185 million. This specific increase could yield $136 million for the state. The proposal also eliminates tax breaks for promotions. Sportsbooks currently deduct the cost of free bets and bonuses. Whitmer wants to fully tax those amounts. That change adds another $21 million to the total.
Republicans Vow to Fight
The Governor faces a tough road ahead. Republicans control the Michigan House of Representatives. They immediately rejected the proposal. House Speaker Matt Hall dismissed the idea during a press conference. He promised to block any tax increases in the final budget deal.
A National Trend
Michigan joins other states in a hunt for cash. Federal support is drying up. States need to fill the resulting budget holes. Arizona Governor Katie Hobbs recently proposed her own sports betting tax hike. West Virginia lawmakers want to raise their rate from 10% to 25%.
Industry experts fear a domino effect. Louisiana regulator Christopher Hebert warned that excessive taxes drive companies away. Operators might leave markets if profits vanish. This pushes bettors back toward illegal offshore sites. The coming months will determine if Michigan heeds these warnings.
