Malaysian security seal specialist Mega Fortris Bhd just pulled the plug on a manufacturing ambition that it outlined barely more than a year ago. The firm has cancelled its previous intention to construct a facility in Macau for the production of playing cards and has instead decided to redirect half of the funds raised from its initial public offering to support the expansion of its production capacity in Malaysia. The decision indicates a major shift in the company’s strategy, which implies an evaluation of the feasibility or profitability of the two-plant development model initially envisioned by the company.
When Mega Fortris was listed in late 2024, the group had allocated 99.1 million Malaysian ringgit, about US$24.5 million, to build out printing capacity in both countries. The Malaysian operation would get specialized machinery and equipment at any company facilities. The Macau side involved finding a subcontractor willing to provide and renovate premises, handle production, and secure all the necessary licenses and approvals. Mega Fortris had already identified V.S International Group Limited as its Macau partner and signed a memorandum of understanding with them.
That arrangement is now history. In a Tuesday filing, Mega Fortris revealed that the MOU with V.S International has been terminated. The 50 million ringgit previously allocated to the Macau manufacturing plant is being reassigned to expand the Malaysian facility instead.
Going All-In on Malaysian Production
The expanded Malaysian operation will see playing card printing output surge dramatically. Mega Fortris previously estimated annual production capacity at around 19 million decks from its existing line. With the new investment, that capacity is supposed to jump to approximately 44 million decks. That more than doubles production capability, positioning the company to serve broader markets without relying on a Macau-based manufacturing footprint.
Rather than manufacturing in Macau, Mega Fortris will establish a warehouse there instead. This new Macau Centre is planned to open in the second quarter of 2027 and will function as what the company describes as a centre in providing a total solution in supplying and handling of playing cards in sealed security boxes to customers in Macau. The facility won’t be a factory but rather a logistics and finishing hub. It will handle pre-shuffling of cards produced in Malaysia, insertion into security boxes, sealing, and delivery to Macau-based customers. The centre will also maintain tracking software for security boxes and eventually handle the destruction of used cards as the company rolls out services in phases.
Diversifying Beyond Traditional Cards
Beyond playing cards for casinos, Mega Fortris is positioning itself for something broader. The company noted that its new Malaysian manufacturing line will be equipped with specialized, integrated, and automated machinery capable of handling various card types. That means the company is eyeing potential production of collectible cards, sports cards, entertainment cards, trading cards, giving it options beyond the casino playing card business that’s been its core focus.
Shareholder Approval Pending
The proposed shift in how IPO proceeds are used requires approval from Mega Fortris shareholders. The company has convened an Extraordinary General Meeting for shareholders to vote on the variation. Although the company has not disclosed its detailed reasons for abandoning the Macau manufacturing plan, the changeover indicates either that the subcontracting arrangement was not as viable as planned or that Mega Fortris found that concentrating manufacturing in Malaysia and distributing the product line regionally using a warehouse model was better. Either way, the company is gambling that higher Malaysia-based production capacity, combined with strategic Macau logistics handling, it will serve its customer base more effectively than the original dual-manufacturing approach.
