Panama’s National Lottery of Beneficence (Lotería Nacional de Beneficencia – LNB) is moving to a new phase of leadership, as the institution has recently undergone a change in leadership. This change was made official through the issuing of an executive decree, and it comes as the institution is undergoing a series of reforms, modernization, and increased cooperation among regional state lottery institutions.
Leadership Change at the LNB
Saquina Jaramillo Adam recently resigned from her position as the Director General of the National Lottery of Beneficence in the country of Panama. This resignation has been made official through the issuing of Executive Decree No. 1, signed on January 14, 2024, by the Ministry of Economy and Finance, published in the Official Gazette.
While the reasons behind the resignation remain unclear, Saquina Jaramillo Adam has not made any public statements regarding the reasons behind her resignation. Nonetheless, the Panamanian government has confirmed that Marcela Hernández Fernández, who has been serving as the Deputy Director General of the LNB, has been appointed to the position on an interim basis, pending the appointment of a permanent director by the government.
The appointment was signed off on by the country’s President, José Raúl Mulino, and comes as the government seeks to ensure that the institution is not adversely affected, considering that the LNB is one of the most visible institutions in the country. Saquina Jaramillo Adam took the position in August 2024 through the issuing of Executive Decree No. 94.
Continuity and Administrative Stability
Marcela Hernández, who has been appointed to the position, has been serving the LNB as the Deputy Director General since February 2025.
The LNB has come under greater public scrutiny in recent times, driven by its modernization, operational adjustments, and an overall push for greater transparency within public organizations. Hernandez’s experience within the organization makes her an important figure in this period of change, ensuring that strategic projects remain on course.
Regional Cooperation with CIBELAE
The change in leadership also comes at a time when regional cooperation is on an upward trend. In November, the Ibero-American Corporation of State Lotteries and Betting (CIBELAE) and LNB strategic working meeting took place with the objective of defining strategic priorities for both organizations for the coming years.
The working meeting was led by CIBELAE’s Executive Director, Rodrigo Cigliutti, and LNB’s former Director General, Saquina Jaramillo. The discussion involved an evaluation of the current operational framework of LNB and defining LNB’s planning objectives for the medium term.
The discussion took on greater importance when Jaramillo was approved as Secretary General of CIBELAE within the framework of its Ordinary Annual Assembly, which took place on November 11 in Asunción. Following this, both organizations reviewed and adjusted their strategic projects, with special emphasis on those for the 2025-2027 period.
The strategic priorities include consolidating technical cooperation projects, professional training, and the strengthening of state lotteries. Current and future projects were also reviewed, highlighting the importance of continued coordination with the technical teams in Panama and CIBELAE.
Outlook for the National Lottery
As Marcela Hernández takes the reins of the LNB, the institution is faced with the challenge of maintaining its stability while at the same time evolving. As the reforms and regional partnerships are in motion, Marcela Hernández’s interim period is set to be a defining moment for the National Lottery of Panama.
