Manuel Villar Jr. Drops Foreign Partner for Casino Venture, Opts for Local Control

Manuel Villar Jr., the Philippines’ richest man and a real estate tycoon, decided to go solo in his anticipated casino operation. Previously meant to be developed along with a foreign partner, Villar ventured into the project solely under his Villar Group, showing confidence that he could survive the competitive gaming industry all alone.  

Bold Move: Flying Solo  

The scrapping of plans for a foreign partner represents a major change in Villar’s strategic entry into the gaming industry. The involvement of an international operator was anticipated to bring its expertise and global recognition to the project. Nevertheless, Villar decided his group was competent enough to handle the venture independently.  

In a recent interview, Villar explained his reasoning: “We believe we have the resources and the vision to execute this project independently. This allows us to maintain full control over operations and ensure that our plans align with our long-term goals for Villar City.”

This way, Villar aims to market his casino as a Filipino destination for both local and international clients, exploiting his extensive know-how in real estate and hospitality development.  

The First Casino: Transforming Vista Mall Global South  

The first of Villar’s two planned integrated resorts will be situated at Vista Mall Global South along the C5 Extension of Las Piñas City. The mall is redesignated into an 18,000-square-meter casino complex, placed strategically near Ninoy Aquino International Airport Terminal 1 for easy access to visiting players.  

With its proximity to the airport, Villar’s casino is set to gain some benefits, as many established operators like Solaire Resort & Casino and Okada Manila are located at Entertainment City in Parañaque. Villar had mentioned that convenience and accessibility would be his property’s major selling points.  

The Bigger Picture: Villar City’s Ambitious Vision  

Villar’s casino venture is just one piece of a larger plan for Villar City–a sprawling 3,500-hectare mixed-use development that spreads across 15 towns and cities in Metro Manila and Cavite. This ambitious project aims to create a complete urban hub with residential areas, commercial centers, cultural institutions, schools, hospitals, nature parks, and entertainment facilities all in one place.  

The second planned casino within Villar City itself is promising and will be larger than the first, with anchors for other attractions, such as an amusement park, an indoor arena for international concert-type events, and world-class hotels.  

To enhance access to Villar City, the Villar Group recently purchased the four-kilometer Muntinlupa-Cavite Expressway (MCX), ensuring easy connectivity with primary arteries such as Daang Hari and C5 Extension.  

Betting on Growth: Confidence in Philippine Gaming  

Villar’s initiative comes at a time when the Philippine gaming industry is undergoing a strong growth phase. As stated by PAGCOR (Philippine Amusement and Gaming Corporation), gross gaming revenue (GGR) increased by 19.21% in the first half of 2024, compared with the same segment a year ago, finally hitting PHP194.743 billion (USD3.33 billion).  

Given this momentum, Villar is optimistic about the prospect of its casino operation, notwithstanding the presence of fierce competition with other established operators throughout Entertainment City. “We’re entering at an exciting time for Philippine gaming,” he said. “The market is growing rapidly, and we believe our unique approach will resonate with players looking for convenience and quality.”  

The Path Forward: Betting on Success

By rejecting plans for a foreign partner, Manuel Villar Jr. is entering a risk that could very well change the landscape for him in the gaming industry. It reflects his confidence not only in the capabilities of his group but also in his belief that the Philippine gaming sector is a lucrative market opening up to innovations.  

With the first casino resort nearing completion and plans for the second casino taking shape within Villar City, everyone is watching whether this daring venture yields returns or whether it proves to be too ambitious in light of the lack of external expertise. One thing is clear for now: keep an eye on Manuel Villar Jr.’s gamble in the coming years.
