Macau’s Judiciary Police have uncovered an unlawful currency exchange plan within a jewelry shop at a Cotai casino. The investigation discovered deals totaling approximately HK$40 million ($5.1 million) and led to the capture of a local woman.
Operation Coordination
Authorities report that the suspect, employed as a sales assistant at the store, coordinated unlawful gambling activities. The program enabled casino customers to process payments through unregulated methods prior to entering the gaming area. Law enforcement officials used intelligence and carried out monitoring on the morning of February 9. Investigators witnessed a male client from mainland China scanning a QR code shown by the suspect. As the client made his way to the casino, she then gave him HK dollars. The authorities claim that she exchanged RMB1,726 ($249) for HK$1,800 ($230) on the day of the exchange. Further investigations revealed that the store had been making an illegal profit of about RMB1.35 million ($195,000) by offering this service since April 2025.
Evidence by Law Enforcement
Officers seized HK$95,400 ($12,200) in total during the raid. They also confiscated a laptop and three mobile phones associated with the exchange activity. Investigators are continuing their attempts to locate other individuals connected, including the owner of the store. The situation involves the crime of “running an unlawful currency exchange for gambling activities.” The investigation has been passed to the Public Prosecutions Office for additional inquiries.
Picture of Law Enforcement in Macau
In recent years, authorities have updated their surveillance to fight illegal currency exchange. Official figures show there were 2,314 criminal investigations related to gaming in 2025, marking a yearly increase of 62.6%. Officials attribute this rise to the banning of illegal currency exchange and improvements in reporting methods. Experts warn that illegal currency trading is a significant threat to the integrity of Macau’s regulated gaming sector. In response, authorities and operators have ramped up monitoring to prevent unlicensed financial services from operating on casino premises.
Results for the Casino Industry
This case highlights the risks involved with illegal financial systems surrounding gambling studios. To maintain their permits and credibility, casinos rely on strong anti-money laundering laws and regulatory compliance. Officials warn that personnel who facilitate illegal currency trade may face criminal prosecution, penalties, and jail time. The survey additionally advises customers that participation in illegal currency trades has important legal consequences. Macau officials maintain their pressure on casinos, jewelry shops, and various enterprises situated close to gaming areas.
Further Actions
Officials are seeking to uncover more people linked to the scheme, such as possible donors and managers. Officials urge individuals who know of unlawful currency trading to report it immediately. Authorities stress that adherence from both operators and local businesses is crucial for the lawful functioning of Macau’s gaming industry. The scenario reflects Macau’s active commitment to improving financial regulations within its gaming industry. With officials enabling oversight, illegal currency exchanges will encounter growing examination throughout Cotai and various casino areas.
