Addressing a ceremony held at Casa da Moeda in Rio de Janeiro to mark the 90th anniversary of Brazil’s minimum wage, the Brazilian President, Luiz Inácio Lula da Silva, showed support for involvement by the Central Bank in regulating online betting sites, along with criticism of the rapid growth of betting sites in Brazil.
Notable government officials present were the President of the Central Bank, Gabriel Galípolo, and ministers Esther Dweck (Management and Innovation), Gleisi Hoffmann (Institutional Relations), and Marinho Luiz (Labor and Employment). Gabriel Galípolo’s participation, declared just a day before the event, has been perceived by analysts to represent a kind of commitment to unity with the central bank.
“Casinos Entered Our Homes”
During his speech, Lula made a clear point of comparison between online sports betting platforms and conventional online or offline casinos. Conventional online or offline casinos have been outlawed in Brazil. However, Lula pointed out that online sports betting platforms have found a way to circumvent the ban.
“For a long time, I heard the argument that casinos were prohibited. Casino gambling is a game of chance and cannot exist because the poor would spend their money there. Brazil could not even have the ‘jogo do bicho’. Now what happened? The casino entered our homes with this number of betting platforms that were created”, the president stated.
Lula expressed his concern at what he termed as the over-representation of betting companies in various fields of society. These include sports, advertisements, and social events.
Criticism of Social and Institutional Impact
As Lula observes, the reach of online betting extends in ways that are raising alarms. Though the former leader did not refer to instances of corruption during his address, President Lula has indicated that this industry presents systemic risks.
“[Online betting] is taking over football, taking over advertising, taking over corruption in this country. Because you can see the work of the Central Bank, trying to make these people pay at least taxes”, he said.
This is in the wake of investigations targeting the Central Bank, in the context of affairs surrounding Banco Master, a matter not highlighted throughout the event.
Regulation, Oversight, and Institutional Roles
The Brazilian federal government established a regulation for online betting, and in this context, it ensured that there was regulation in place in the area of finance in order to combat money laundering as well as other forms of fraud. Brazilian President Lula reiterated that the Central Bank will continue its efforts for betting companies that are regulated in order to pay taxes.
However, industry experts and analysts have noted that direct supervision of the operators of betting is handled by the Secretariat of Prizes and Betting, which is located under the Ministry of Finance, and not by the Central Bank. The Central Bank is only charged with overseeing the financial system, implementing monetary policy, and maintaining currency stability.
Industry Reaction and Political Context
However, editorial comment has disputed Lula’s statements, criticizing the president for not understanding the regulatory framework and the economic reality of the sports betting sector. It is claimed that sports betting and Internet gaming are carried out in a very strict regulatory framework that prevents any sort of corruption without severe punishment.
They also point out that Brazilian football has registered substantial financial growth since the legalization of betting sponsorship in December 2018, with Brazilian teams having won the Copa Libertadores for the past seven consecutive editions.
Political observers situate Lula’s position on this issue within the historical conflict between the Worker’s Party (PT) and gambling-related matters, particularly after the “Waldomiro Diniz Billetera” scandal of 2004. Certain observers believe that the political discourse of this president’s administration constitutes part of a politics promoted under “BBB” — “Banks, Bets, and Billionaires”.
In closing, critics echoed a famous phrase attributed to former senator Romário: “Pelé silent is a poet.” According to them, the saying could also apply to political leaders when discussing gambling and betting, a subject that continues to generate sharp debate in Brazil’s regulatory and political landscape.
