The Paraná State Lottery (Lottopar) delegates have recently participated in an international compliance and integrity training program following allegations of illegal financial transactions. The conference signifies Brazil’s commitment to aligning its lottery industry with global best practice in compliance and integrity.
The training was organized by the Council for Financial Activities Control (Coaf) and the Latin American Financial Action Task Force (Gafilat). It hosted regulators and specialists from across the entire Latin American region to share knowledge regarding systems for regulation, systems for compliance, and strategies for protecting the financial system against abuse.
Lottopar Representation in the Training
Lottopar was represented by its technical director, Rafael Halila Neves, and chief of staff, Pablo Wosniacki. Their attendance reflects the organization’s enthusiasm to ensure Brazil’s lottery sector remains in line with international regulations for anti-money laundering (AML) and counter-terrorist financing (CTF).
The training covered a set of matters central to the fight against economic crime. They comprised prevention of financing terrorism and money laundering (PLD/FTP in Portuguese) and prevention of financing the spread of weapons of mass destruction (PFADM).
Wider Scope Beyond Gaming
While the course focused predominantly on the gaming and lotteries industry, it also addressed the problem of Designated Non-Financial Businesses and Professions (DNFBPs). These include real estate agents, jewelers, factor houses, and accountants, industries extremely widely targeted by illicit financial schemes due to gaps in compliance and regulation.
Inclusion of DNFBPs in the program required regulatory uniformity across sectors and emphasized the extent of financial offenses to be more than traditional banking institutions. Strengthening compliance in these professions aids regulators in reducing system risks in the general financial system.
International Expertise and Collaboration
To advance the learning experience, the event included global speakers from Spain, whose presentation provided a global perspective on applying Financial Action Task Force (FATF) recommendations. FATF, or Gafi in Portuguese, is an intergovernmental body charged with developing international policies to counteract money laundering, terrorist financing, and other threats to the integrity of the global financial system.
The involvement of foreign experience was intended to bring exposure to best practices already available elsewhere to Brazilian and Latin American participants. Such experience exchange is expected to make Brazil’s lottery market more resistant to money laundering.
Strengthening the Lottery Market in Brazil
For the complementarity of Lottopar, the Paraíba State Lottery (Lotep) and the Secretariat of Prizes and Betting (SPA) also entered the course. The combined participation indicates the necessity of collaborative action among supervisory authorities, state lotteries, and regulatory institutions in Brazil.
By further understanding AML, CTF, and PFADM policies, institutions aim to enhance transparency, accountability, and ethical values in lottery activities. This further generates more confidence within the industry locally as well as internationally.
State lottery officials’ participation in this course is also considered a critical step to strengthen the compliance and regulatory pillars of Brazil’s lottery industry. With alignment with international standards, the country establishes itself as a compliant market player in the world’s gaming and betting market.
