In a move indicating mounting cooperation between Brazilian state lotteries, Lottopar and Loteria do Estado do Paraná have just welcomed institutional visits from two of Brazil’s largest regulatory bodies: Maranhão State Lottery (LOTEMA) and the Espírito Santo Regulation Agency for Public Services (ARSP/ES). Such institutional visits underscore a general goal—to develop the regulatory frameworks and technical competency of state lotteries across Brazil.
Boosting Inter-State Cooperation
On Wednesday, October 11, Lottopar was visited by a delegation from ARSP/ES, consisting of Tatiana Santos de Oliveira (Sector Director), Danielle Zanoli Gonçalves Jordão Ramos (Manager), Paulo Roberto de Lima Filho (Manager), and Pedro Torraca Daemon (Advisor). During the meeting, there was an exchange of technical information and regulatory best practices among the states.
Lottopar provided a thorough description of its control regime, in this case, the model of public concession that controls lotteries in Paraná. The presentation also included the solid mechanisms of control and surveillance applied by the agency to encourage legal compliance, operational transparency, and player protection.
The tour also offered a venue for the Espírito Santo delegation to study methods that will assist in structuring their lottery regulator. Some of the key topics addressed were physical and documentary audit procedures, surveillance tools, and responsible gaming measures.
Creating a Responsible Gaming Environment
Only a week earlier, Lottopar also hosted Maranhão State Lottery representatives (LOTEMA). The topic was the same—experience sharing and coordinating regulatory activities to provide a positive and transparent lottery environment.
One of the tour highlights was Lottopar’s demonstration of its responsible gaming procedures, particularly its state-of-the-art self-exclusion program. The instrument, the first of its kind in Latin America, allows any player to self-exclude themselves from all certified gaming websites within 24 hours. The system is a significant step forward in the protection of players and the ethical management of lottery systems.
In addition to its technical and organizational structure, Lottopar also focused on its governance concept with a specific focus on data security, accountability, and transparency. These elements have rendered Lottopar an example that other state lotteries look up to to enhance their systems.
Executive Views on Cooperation
Daniel Romanowski, President of Lottopar, had the following comments regarding the importance of such visits. “These visits are greater than institutional tributes—they are validation that we are all building a responsible, ethical, and secure model of public lottery. Interchange of experience among states completes the system and confirms that Brazilian gamblers work within a protected, regulated system.”
Romanowski also indicated that facilitating such partnership arrangements is consistent with Lottopar’s overall mission to not only further economic growth via public revenues but also social protection by insulating people from gambling addiction and illegal activity.
