This week, the Paraná state lottery regulator, Loteria do Estado do Paraná (Lottopar), welcomed representatives from the Secretariat of Finance of the State of Rio Grande do Norte (SEFA/RN) for a two-day technical visit. The meeting aimed to facilitate a mutual exchange of best practices in lottery regulation, operation, and governance models.
The delegation included Jane Carmen Carneiro e Araújo, SEFA/RN Executive Secretary of Revenue, and Jucelly Lima Ivo, Rio Grande do Norte State Lottery Coordinator. Both officials are on the front line of organizing and regulating the lottery business in the state, which is in its early stages of implementation.
Learning On-Site: Terminals to Tech Integration
The technical schedule included trips to Lottopar headquarters and licensed retail stores operating digital scratch card games via video lottery terminals. The delegation observed how system integration between lottery operators and the central platform used in monitoring and regulation is managed by Lottopar. This infrastructure assures transparency, traceability, and security in every transaction within the state lottery program.
Jane Araújo praised the opportunity to observe the behind-the-scenes of a model of success: “The visit made it possible to see up close the operational and regulatory aspects of Lottopar’s lottery. It was a very enriching experience that will serve as a reference to establish our parameters in Rio Grande do Norte.”
She emphasized that the observations during the visit would be instrumental in formulating a socially responsible, efficient, and secure lottery model that would be aligned with her state administration’s strategic goals.
Building an Open, Responsible Lottery System
Jucelly Lima Ivo noted that the decision to visit Lottopar was guided by the latter’s role as a benchmark for the development of state lotteries: “Throughout our research on state lotteries and regulatory models, Lottopar stood out as an important benchmark. Seeing their operations up close has been incredibly valuable in enhancing our knowledge of how to construct and regulate a healthy lottery system.”
The experience solidified Lottopar’s position as a national exemplar for state-level lottery administration. For Rio Grande do Norte, it provided the foundation for developing its own legislation, operations, and control procedures in ways that prioritize integrity, social responsibility, and public interest.

President of Lottopar, Daniel Romanowski, emphasized the broader importance of inter-state cooperation for the strengthening of Brazil’s lottery industry: “Our Paraná model is built on planning, responsibility, and openness of communication. Hosting colleagues from Rio Grande do Norte strengthens our mutual capacity to build sustainable, innovative lotteries that truly serve the public interest.”
Romanowski reaffirmed Lottopar’s ongoing commitment to helping other states advance their regulatory infrastructure. Romanowski emphasized that state lottery growth in Brazil needed to be founded on public trust, institutional transparency, and compliance with the law.

As a public entity, Lottopar plays a critical role in maintaining legal decency and protecting consumers. It subjects all operators to national and state legislation and has rigorous monitoring mechanisms to prevent fraud and exploitation.
