The Paraná State Lottery (Lottopar) secured a historic milestone as the first Brazilian state lottery to attain the Level II Responsible Gaming certification by the World Lottery Association (WLA). The certification attests to the growing leadership of Lottopar in best practices in responsible gaming and recognizes the organization’s strong dedication to public safety, transparency, and ethical gaming business.
This WLA certification, which was issued in Switzerland, is given to lottery organizations that have effective and verifiable measures installed to protect players and prevent illegal or dangerous activities. Caixa Econômica Federal, the national lottery corporation, was the only one that had ever gained this level of certification in Brazil. Lottopar’s achievement is a giant leap for state-level regulation and business excellence in the gaming sector.
An Institutional Commitment to Public Well-being
Lottopar President Daniel Romanowski underscored the significance of the achievement, describing it as “a historic step” that honors the organization’s core principles.
“Lottopar has always been dedicated to a lottery model that treats people with respect, considers gaming a type of entertainment, and works in the interest of the common good. Being the first state lottery to become Level II WLA certified makes us proud and a bit more responsible,” Romanowski said.
The certification confirms that Lottopar not only complies with regulations but also extends to establish a culture of responsibility and player protection. Its policies aim to educate the community, limit excessive gambling, and encourage open, responsible management of all gaming operations under its portfolio.
Best Practices Driving the Certification
To secure the WLA Level II accreditation, Lottopar had to meet an extensive list of requirements. These include creating an institutional commitment to gaming responsibility, conducting public education, taking clear prevention strategies against harmful or illicit conduct, and investing in continuous employee training for internal staff and associated regulated bodies.
One of the most significant instances of Lottopar’s innovation was in May 2025, when the firm published new rules on governance that apply across all lottery modalities to be operational in the state. Under the new law, concessionaires are now required to conduct internal risk assessments, train staff on responsible gaming protocols, and report suspicious transactions to the Financial Activities Control Council (Coaf) of Brazil.
Education and Awareness Campaigns
Education has been central to Lottopar’s socially accountable attitude towards gaming. Towards the second half of 2024, the lottery carried out a major campaign of education through different media channels like radio, online media, buses, and transport stops. The message underscored the importance of viewing gaming as entertainment rather than an investment of money or a guaranteed source of income. It also emphasized the need for players to be aware of their limits and aware of when to stop.
Sports Betting and Integrity Activities
Lottopar has also gone further into its responsible gaming agenda in sports betting with an official partnership with Paraná State Football Federation (FPF). A cooperation agreement between the two institutions is focused on ethical and safe betting practices. The initiative includes lectures, workshops, and educational activities for FPF affiliates, referees, and fans.
The topics addressed include codes of conduct, prevention measures against match-fixing, and more general illegal betting tendencies. These initiatives aim at building a culture of integrity in sporting events and creating trust in legal betting platforms.
Innovation in Player Protection Tools
In 2024, Lottopar became the first Latin American lottery company to implement a self-exclusion policy among players. This feature, directly available on licensed operators’ sites, allows players to limit their access to gambling sites voluntarily—a powerful tool for those who wish to be able to exert greater control over gambling.
To the Future: Towards WLA Level III
With Level II certification thus attained, Lottopar has further proceeded and aimed for the attainment of Level III WLA certification. The next stage will entail deeper integration of responsible gaming in social assistance services and public health, improved communication strategies, and greater support services for at-risk players.
