The Rio de Janeiro State Lottery (Loterj) officially launched, on Monday (22) at 10 a.m., a Proof of Concept (PoC) for Video Lottery Terminals (VLTs). This initiative represents a crucial step in evaluating how VLTs can operate under the current regulatory framework of the State of Rio de Janeiro, with a strong emphasis on compliance, technological robustness, operational control, and user protection.
The PoC is a pre-dimensioned, transparent, and rigidly controlled process. Its main goal is to evaluate regulatory requirements, operational models, technological solutions, and procedures provided for under state regulations, before any potential authorization for widespread deployment.
Licensed Equipment and Controlled Environment
The VLTs presented for certification belong to Clube do Bet, a company duly licensed by Loterj. During the PoC, the equipment and systems will be directly monitored by Loterj’s technical teams, in full respect of the regulatory limits and parameters set for this experimental phase.
This approach would also enable the regulator to ensure, in real life, that the proposed solutions stand up to legal scrutiny, while at the same time discussing how the regulatory framework itself can be improved.
An Unprecedented Security Measure
One of the most striking characteristics of PoC is that face biometric identification is used compulsorily to access the VLTs. The measure, described as unique in the international panorama, allows for the complete identification of all players, impeding the access of minors.
With conditions for gameplay based on biometric verification, Loterj tightens its commitment to player protection, responsible gaming, and observance of age-restriction laws. The new system also bolsters traceability and accountability throughout the entire operation.
Payments Exclusively via “Pix on Pix”
Another important aspect of the PoC is the exclusive use of the “Pix on Pix” payment model. As with other Loterj products, all bets and transactions conducted on VLTs must be settled through Pix.
This structure ensures that every transaction is identified, traceable, and fully auditable according to the most advanced standard for financial transparency and AML practices. The adoption of Pix-only payments further reduces any risks associated with cash handling and anonymous transactions.
QR Codes and Citizen Oversight
In order to enhance transparency and social control, all the VLTs participating in the PoC will have a QR code displayed for public identification. Scanning the code will allow any citizen to check instantly if the terminal is approved by Loterj and if it is in compliance with the current regulations.
It turns the public into active participants in oversight, reinforcing legality, governance, and trust in the regulated gaming environment.
Alignment with Responsible Gaming and Governance Standards
According to Loterj, the PoC represents a founding and indispensable phase concerning any possible future authorization to operate VLT. It is fully aligned with international Responsible Gaming standards, as well as those related to best practices in public governance, legal compliance, and institutional responsibility.
Besides testing the technology, the PoC allows for direct participation in the improvement of the regulatory framework and modernization of Loterj’s role regarding supervision.
Leadership Perspective
For the president of Loterj, Hazenclever Lopes Cançado, the initiative underlines the commitment of this authority to innovation combined with transparency and public interest.
“The Proof of Concept is an essential tool to ensure security for bettors, based on rigorous technical assessment criteria. It reinforces our commitment to responsible innovation, control, and the public interest. The inclusion of the QR Code expands transparency and allows direct citizen participation, while bets exclusively via Pix represent a milestone of security and legality for the sector”, he stated.
Future Directions With this PoC, Loterj positions itself at the edge of regulatory innovation in Brazil. By joining biometric KYC, fully traceable payments, and citizen-driven oversight, the initiative sets a new benchmark for how VLTs could be looked upon and probably integrated into a regulated, transparent, and secure gaming ecosystem.
