Lithuanian gambling operator Nese Group has been fined €6,000 following an unannounced inspection by the country’s Gambling Supervisory Authority. The regulator found the company in violation of two sections of national gambling law after investigating an event hosted by Nese Group’s Sekmes Tiltas brand at a casino in Vilnius.
The inspection revealed that during the event, invited guests were given orange wristbands upon arrival, with one portion of each band collected in a container. At the end of the night, these wristband pieces were placed on a roulette table, and winners were drawn. The entire activity was recorded by the casino’s video surveillance system and later reviewed by the Supervisory Authority.
Officials determined that this draw amounted to an unauthorized gambling activity. According to the Authority’s report, it breached Article 18, Part 1 of Lithuania’s gambling law, which requires that all games be operated according to approved gaming regulations specifying the name, rules, stakes, location, and prize details of each game. The ad hoc nature of the draw, conducted without such formal approval, was ruled to be a direct violation of this provision.
Regulator Identifies Second Violation
In addition to the unapproved draw, inspectors found another breach under Article 15 of the same legislation. This section governs the inventory obligations of employees at gaming establishments, requiring that all procedures related to equipment, documentation, and oversight be strictly maintained.
The Supervisory Authority gave Nese Group until 30 October to address this violation. Failure to do so could result in the suspension of the company’s license to operate table games and Category A slot machines. The regulator warned that the sanction would remain in effect until compliance was demonstrated.
While the fine and warning have been formally issued, the Authority emphasized that its decision is open to appeal under the Law on Administrative Procedure of the Republic of Lithuania.
Context: Tightening Oversight in Lithuania
The ruling comes amid ongoing regulatory tightening in Lithuania’s gambling sector. The country began implementing a phased ban on gambling advertising on 1 July 2025, with the full prohibition scheduled to take effect by 2028.
The Supervisory Authority reiterated that all licensed operators must adhere strictly to procedural and operational requirements to maintain the integrity of Lithuania’s regulated gambling market.
