The Liberia National Lottery Authority (NLA) has launched a five-year plan to strengthen the gaming sector, drive national revenue, and promote responsible play.
The initiative runs from 2025 to 2030 and aligns gaming reforms with Liberia’s ARREST Agenda, focusing on Agriculture, Roads, Rule of Law, Education, Sanitation and Tourism.

The plan connects gaming reform to Liberia’s broader national priorities.
Announced during a three-day strategic retreat in Monrovia, the roadmap directs revenue from licensed operators into key national programmes. It is one of the most ambitious steps by the NLA since its founding in 2015, blending reform, digitalisation and governance improvement.
The plan aims to ensure that every operator’s contribution supports measurable national progress. In doing so, it reflects the government’s focus on creating a transparent and accountable gaming ecosystem.
Meanwhile, the strategy signals the NLA’s growing confidence in using regulation to achieve long-term change.
Leadership presents a vision for growth and responsibility
The NLA aims to become both a trusted regulator and a revenue engine for the country.
During the opening session, Director General Peter Solo called the plan a “blueprint for transformation” that defines how the Authority will balance oversight, innovation and responsibility.
Solo said:
“In order to achieve quality performance of the plan, management will put in place a high level of staff motivation to achieve corporate productivity, define our path forward and chart a course for sustainable growth, innovation and excellence.”
He also underlined that the NLA will continue to maximise gaming revenue, support national priorities, and enhance responsible gaming practices.
Solo added that the Authority intends to create a transparent and customer-focused organisation, guided by measurable results and efficient internal systems.
With this foundation in place, the Authority now moves toward structured implementation.
Consultants highlight structure, metrics and accountability
Progress will depend on how the NLA turns strategy into measurable action.
Technical consultant Charles Collins Yorke, who facilitated the retreat, said the roadmap aligns the Authority’s objectives with national priorities through SMART goals that are specific, measurable, achievable, relevant and time-bound.
He explained that key performance indicators (KPIs) will help track revenue growth, regulatory performance and compliance standards. The NLA will also pursue new income sources, including additional regulated gaming institutions.
As these reforms take shape, transparency and stakeholder engagement will remain central to their success.
Digitalisation and transparency to guide the next phase
The five-year plan makes digital transformation a central pillar of reform.
The roadmap outlines initiatives to modernise operations, upgrade digital infrastructure, and strengthen collaboration across the sector. Priorities include enhanced monitoring, stronger compliance systems, and responsible play programmes.
By focusing on innovation and integrity, the NLA hopes to set a new benchmark for gaming regulation in West Africa.
Established by Act of Legislature in March 2015, the Authority continues to oversee Liberia’s official lottery system with a commitment to transparency, sustainability and fair governance.
