Concerns Over Gambling Addiction
At the heart of the bill is ludopathy, traditionally referred to as gambling addiction, a recognized medical disorder of compulsive and irresistible gambling. Negreiros cites national and international studies that report exposure to mass betting advertising could make risk-taking appear normal and predispose susceptible groups, including children, to disordered gambling.
New evidence also suggests that Internet gambling sites are a key source of rising household indebtedness in Brasília, particularly among low-income households. The majority of these households devote an exorbitant amount of their limited resources to gambling in the anticipation of a swift monetary return. According to Negreiros, this cycle of debt and expectations undermines the economic security of households and has broader social repercussions.
Protecting Families and Youths
Even more ambitious goals of the project transcend the resolution of the compulsive gambling problem. Among the proclaimed objectives is to protect children and young people from being exposed to advertising of gambling, impacting perceptions and behavior at a very young age. Minimizing the normalization of gambling within the larger Federal District culture, by restricting advertisement content tied to government events and contracts, is one of the bill’s goals.
Further, the action seeks to encourage better money management among the general public by removing constant promotion signals that help individuals make spontaneous gambling decisions. Proponents of the legislation reference that this is not merely a matter of public health but also one of fiscal prudence and protection of vulnerable households from long-term harm.
Balancing Economic Freedom and Social Protection
Negreiros underlines that the bill is not intended to suppress the lawful activity of licensed betting offices. Instead, it is intended to find a balance between ensuring personal freedom of choice and restraining the social hazards of large-scale gambling promotion. “This is a proportionate measure“, he argues, “that ensures economic freedom while safeguarding society from the negative externalities of compulsive gambling.”
The bill was sent to the permanent committees of the Legislative Chamber of the Federal District to initially be studied. If it is approved, it will go to the plenary for a general vote.
