The Gambling Regulatory Authority of Ireland (GRAI) has published its first Statement of Strategy 2025–2027, setting out six core priorities to build a transparent, fair, and responsible gambling environment. The three-year plan defines how Ireland’s new independent regulator will license, monitor, and enforce standards across both online and land-based gambling operations.
Formed under the Gambling Regulation Act 2024, the GRAI will roll out a phased licensing system covering betting, gaming, and lotteries. The regulator’s goal is to ensure that only reputable and thoroughly vetted operators are approved to enter the Irish market. Early priorities include developing data-led compliance processes and strengthening cooperation with other government agencies to detect risk and reduce gambling-related harm.
Enforcement and Accountability
A key focus of the strategy is enforcement. The GRAI will establish clear frameworks for investigating, prosecuting, and penalizing breaches of the Gambling Regulation Act. Dedicated enforcement teams will target illegal operations and ensure full compliance among licensed entities.
The Authority will also prioritize anti-money laundering and counter-terrorism measures, as well as initiatives to uphold integrity within sports betting.
Protecting Consumers and Raising Awareness
Consumer protection forms the foundation of the GRAI’s mandate. The Authority will launch a National Gambling Exclusion Register to allow individuals to self-exclude from all licensed online platforms.
A new Social Impact Fund, financed through operator levies, will contribute a minimum of €14 million annually to support education, research, and treatment related to gambling harm. Alongside this, national awareness campaigns will promote responsible gambling practices and public education.
Paul Quinn, Chairperson of the GRAI, said:
“As a newly established independent regulator, we have been entrusted with a vital public mandate: to ensure that gambling in Ireland is conducted in a safe, fair, and transparent manner, with the interests of individuals, families, and the wider community at its heart.”
Digital First and Strong Governance
The GRAI will adopt a “Digital First” approach to enhance efficiency and accessibility, developing secure, data-driven systems for licensing, compliance, and consumer engagement. A new user-friendly website and digital portal will give operators and players access to key regulatory tools and information.
Internally, the Authority aims to uphold high standards of governance and transparent financial management. By 2027, it plans to be fully self-funded through licensing fees and regulatory charges, positioning itself as a model public body within Ireland’s regulatory landscape.
Minister for Justice, Home Affairs and Migration, Jim O’Callaghan TD, described the strategy as:
“An important milestone for the Authority, the gambling sector in Ireland, and for the wider public. This strategy is not just about regulation; it is about educating the public, protecting those vulnerable to gambling harm, and ensuring that the industry operates to the highest standards of integrity and social responsibility.”
