Ireland Tightens AML Rules for Gambling Operators

Ireland is tightening the financial controls around gambling, with new rules aimed at making customer payments easier to trace and harder to exploit for money laundering.

The country’s new national anti-money-laundering strategy introduces mandatory closed-loop payments, tougher scrutiny of cryptocurrency and closer cooperation between financial and law-enforcement bodies.

Payments Face Tighter Controls

Under the new approach, gambling operators will have to return withdrawals to the same account used for deposits. The closed-loop model is designed to prevent customers from moving gambling funds through unrelated payment channels, reducing opportunities to obscure where money came from or where it went.

The strategy also puts machine-based casino clubs under greater regulatory pressure. Operators will face closer checks on licensing conditions and their anti-money-laundering controls, with greater emphasis on proving that those systems work in practice.

The changes come as Irish authorities assess how criminals can combine traditional cash transactions with newer digital payment methods.

Cryptocurrency is a particular target. Gambling businesses accepting digital assets will be expected to carry out enhanced due diligence on the source of funds. Crypto transfers must also include identifying information for both the sender and recipient.

The government’s wider strategy is not limited to gambling operators. It calls for stronger intelligence sharing between the Garda, the Financial Intelligence Unit, Revenue, the Criminal Assets Bureau and the Central Bank of Ireland.

That cooperation reflects the findings of Ireland’s 2026 National Risk Assessment, which identified the growing overlap between conventional financial crime methods and digital tools.

The Central Bank is also examining how artificial intelligence could affect anti-money-laundering work, both as a potential source of new risks and as a tool for detecting suspicious activity.

For gambling companies, the direction is clear. Payment monitoring is becoming stricter, cryptocurrency will require deeper scrutiny and weak compliance systems are likely to face less tolerance.
