After the first 20 days since it became operational, the platform has already recorded requests for around 153,000 individuals wanting to limit their access to online betting sites. Why Users Are Turning to Self-Exclusion
Early results indicate that one of the most important underlying grounds for the requests is the impact of losing control over gambling behavior. The most important ground for the requests, according to the data gathered through the analytics system available on the platform, concerns the users, “Loss of control over gambling, mental health” (34% of the applications), while the second most important ground regards the users’ wish to “Prevent my data being used by betting platforms” (28%).
Being an integrated part of the Ministry of Finance’s website, the tool is valid for all the online betting sites operating in the Brazilian market, which is estimated to be about 200. As soon as the individual turns on the restriction, the individual is automatically blocked on all sites, making the Brazilian system extremely centralized in comparison to the rest of the world.
How the Self-Exclusion Mechanism Works
The tool enables users to voluntarily request the suppression of their registration on the betting platforms. The service is only available to individuals and is equally applicable to all federally licensed betting providers. Using the tool only requires a visit to the government-approved website by the Ministry of Finance for the selection of the desired interval for exclusion.
The ban can last for a fixed period of time, which may be one, three, or six, or nine months; or one year, or indefinitely. Interestingly, the largest number of players choose the longest possible exclusion period, with 74% electing an indefinite exclusion period, followed by 17% choosing an exclusion of one year. This points to a clear need among players for a long-term solution to protect them from gambling.
There appears to be recognition from the platform itself of what it intends to do, with self-exclusion described within its parameters of a service “feel that gambling has begun to negatively affect their life or is becoming a concern.” There seems to be an important shift in Brazil from a reactive policy to a preventative one.
A Distinctive Model in the Brazilian Betting Market
Brazil’s centralized system is unique in that it remains the only marketplace in which users can opt out of all betting applications at once, instead of having to opt out of each application separately. This system helps in ensuring that those who are considered high-risk will actually take measures to protect themselves. This new system also takes into consideration the regulatory roadmap for the Secretariat of Prizes and Betting (SPA) for the years 2025 to 2026, which came out in April 2025.
