Global Anti-Scam Alliance Launches With 46 Founding Countries

The International Alliance Combating Telecom and Cyber Fraud was formally launched on September 10 with 46 founding countries, according to Xinhua News Agency, citing China’s Ministry of Public Security.

The alliance was unveiled during the 2026 Conference of the Global Public Security Cooperation Forum. Its launch marks a new step in international coordination against telecom and cyber fraud, which continues to affect individuals, businesses, and public institutions across different jurisdictions.

Aside from the 46 founding countries, the event was also attended by representatives from 34 observer countries. 4 international organizations were represented as well, including the United Nations and Interpol.

The initiating countries include China, Vietnam, Laos, Kenya, Cambodia, Pakistan, and Russia. These countries were involved in establishing the alliance as authorities seek to improve cooperation against cross-border scam networks.

Focus on Telecom and Cyber Fraud

A joint statement issued during the launch described telecom and cyber fraud as a global challenge that requires stronger international cooperation.

The statement called for the creation of a more focused, professional, efficient, and action-oriented intergovernmental organization. It said the alliance would be based on international conventions and would support a more coordinated response to fraud-related crimes.

Cases of telecom fraud and cyber fraud are usually carried out by groups whose activities are spread over a number of different jurisdictions, which makes it difficult for investigators to identify criminals, exchange information, seize assets, and take action against them.

This new agreement should allow law enforcement organizations to have a uniform platform for tackling such problems. This will help create collaboration between the concerned nations and allow for a more organized approach to international fraud investigations.

Cooperation Areas Outlined

The alliance is expected to focus on several areas of cooperation involving telecom and cyber fraud, as well as related crimes.

These include intelligence sharing, cross-border case coordination, fugitive tracking, asset recovery, and joint enforcement. The suggested model of cooperation will allow for the more efficient exchange of information and quick reaction to situations that require intervention by several states.

Sharing of intelligence might help in detecting patterns in fraudulent behavior and tracing down the networks behind scam activities. Cross-border case coordination may also allow law enforcement bodies to work together when suspects, victims, funds, or digital platforms are located in different jurisdictions.

Fugitive tracking and asset recovery are also included in the alliance’s expected activities. These areas can be important in fraud cases where alleged offenders move between countries or attempt to transfer funds through different channels.

Joint enforcement is another key part of the initiative. It could allow participating countries to coordinate operations against telecom and cyber fraud networks that operate beyond a single national border.

Protecting Rights and Security

The organization also aims to protect the security and legitimate rights of individuals, legal entities, and other organizations.

This objective places the focus not only on enforcement but also on the people and entities affected by telecom and cyber fraud. Scam activity can result in financial losses, misuse of personal information, and other forms of harm.

The structure of the alliance is meant to help the authorities manage this problem. Through improved cooperation between the countries involved, the organization can help improve how the agencies deal with cases like this.
