The number of crimes connected to the casino industry reached 2,373 in Macau last year, increasing 63% over the 1,456 reported in 2024, based on information published by the Office of the Secretary for Security. Officials attributed the rise in these offences to the criminalization of activities related to illicit money exchanges, leading to an increase in some of the associated offence types throughout that year.
Sharp Rise in Cases
The biggest jump came from cases of unlawful exchange for gaming purposes, commonly referred to as money exchange gangs. They increased from 89 cases in 2024 to 471 cases in 2025. This is a 429% increment, reflecting the rapid increase within this category after the change in the enforcement process was enacted.
The number of frauds in the gaming industry also doubled from 333 cases to 667 cases. According to officials, such cases usually result from illegal transactions of foreign currencies, serving as the main crimes within the gaming industry. That connection appears to have shaped the overall increase in reported cases for the year.
Robbery and Intimidation
Gaming-related robberies increased from 4 to 14 cases in 2025. This is a 250% increment within the category of gaming crimes. Crimes such as assault to physical integrity and intimidation have also been on the rise at a rate of 59.6%.
The rise across these categories points to a more volatile gaming-related crime environment in 2025. While the overall total was heavily influenced by money exchange cases, the increase was also visible in several other offence types linked to casino activity and surrounding criminal behavior.
Declines In Traditional Crimes
Even with the broader increase, some traditional gaming crimes fell over the year. False imprisonment, or deprivation of freedom of movement, dropped 40%. Usury, which refers to loansharking for gambling, fell by about 23%, declining from 252 cases to 194.
Cases involving criminal syndicates and illegal gambling, including under-the-table betting, also recorded declines of more than 50%. Those reductions suggest that law enforcement efforts targeting major organized crime groups may have had a measurable effect in those areas.
The lower numbers in these categories stand in contrast to the rapid rise in money exchange and fraud cases. That shift shows how the structure of gaming-related crime has changed in Macau following the latest legal and enforcement measures.
Enforcement Impact
Authorities appear to have achieved some of their intended results in the fight against organized crimes, even as new offence patterns emerged. The fall in syndicate-related cases and illegal gambling points to pressure on long-running criminal operations, while the rise in money exchange offences suggests those activities have become a more prominent concern.
The 2025 data present a mixed picture for Macau’s gaming sector. On the one hand, some forms of traditional crime declined. On the other hand, the criminalization of illicit money exchange appears to have pulled more cases into official statistics, creating a sharp overall increase in gaming-related offences for the year.
