Gambling Regulations in Malaysia

Malaysia is a country in the southeast of Asia, and its territory is divided into a peninsula part and the island part. Some time ago Britain ruled over Malaysia, and now it’s a member of the Commonwealth. This country has diverse plant and animal life, as well as diverse ethnicities, languages, cultures and religion of the residents. At first, Malaysia’s economy was turned to exporting raw materials, now it’s home to one of Southeast Asia’s strongest and fastest growing economies. When it comes to production, Malaysia produces rubber, palm oil, petroleum, and natural gas. By putting more attention into developing and then exporting fuel, this country successfully brought in significant foreign investment mostly from Japan and Taiwan. Malaysia also worked on the social aspect of being economically well-off; they reformed the goals and the process of distributing the wealth.

Gambling in Malaysia is a tough spot to tackle. To be fair, both illegal and legal gambling activities are popular. The illegal are all types of sports bettings and online gambling, whereas the legal are lotteries, casino games and horse racing. In the text below we will further discuss the gambling situation in Malaysia.

This article was updated on April 28th, 2026, and is based on information available at that time.

An Overview of Gambling in Malaysia

Gambling is considered legal only if a gambling license has been obtained from the authority. The main regulatory body is the Unit Kawalan Perjudian (Betting Control Unit) of the Ministry of Finance.

The Lotteries Act of 1952 allows lotteries in Malaysia, and today there are six legal lotteries in the country. However, illegal lottery businesses seem to strive more than the legal ones, making about 60% more revenue. The companies that offer legal lotteries are Magnum 4D, Sports Toto, and Da Ma Cai.

Malaysia has only one legal land-based casino, Resorts World Genting, with a very “Las Vegas” style of operating. It is open 24 hours a day, but it prohibits Muslims and underage individuals from entering. The casino holds more than 400 types of electronic table games, 3000 slot machines and 30 tables for blackjack, tai sai, roulette and boule.

Today, there are three racecourses, and as said before, horse betting is legal. This type of betting is regulated by the Racing Act 1961.

Online gambling, even though it’s illegal, has been quite popular these days. Especially betting on badminton and football. Residents can always access other international betting platforms, thanks to the widespread internet advancements, and the deposits and withdrawals are processed in the Malaysian currency, ringgits. Still, the authorities raid and arrest illegal operators here and there. They also try to block online gambling platforms.

In early 2026, the Malaysian government accelerated efforts to curb illegal iGaming by drafting a new, comprehensive anti-online gambling bill. This legislation aims to provide the Royal Malaysian Police and local councils with expanded enforcement powers and clearer authority to take immediate action against digital platforms. Data from the Ministry of Communications recently highlighted the scale of the challenge, noting that between 2022 and February 2025 alone, over 5,000 gambling websites were blocked and more than 224,000 social media posts related to illegal gambling were removed.

Gambling laws in Malaysia

Gambling laws are implemented by the following frameworks:

  • The Betting Act 1953 is the most important framework of all. This is the act that bans operators from conducting any businesses if they don’t own a license which covers telecommunication and other means of transferring bets between customers and betting houses. If this act catches anyone illegally participating or running an illegal business, they will be fined RM200,000, and a five year jail sentence.
  • The Common Gaming Houses Act 1953 is more inclusive than the one above. It sees gambling as participating in games of chance or mixed games of chance and skill just for money. The maximum penalty for illegal gamblers remains significant, with fines ranging from RM5,000 to RM100,000. As of 2026, the government is considering folding new online-specific provisions directly into this Act or introducing them via a standalone Cyber Crime Bill to address modern technology like e-wallets and social media advertising.
  • Shariah Law under which all types of gambling are prohibited. Muslims caught in the act of gambling can face penalties under civil and religious laws.

Licensing process in Malaysia

Obtaining a license is not easy. The process is strict and involves multiple regulatory bodies:

  • The Ministry of Finance which issues gambling licenses and oversees the financial aspects of gambling operations, as well as their contribution to the country’s revenue.
  • The Royal Malaysian Police which implements laws and monitors compliance and behaviors.
  • The Local Municipal Councils ensure that the operators comply with local laws, such as the zoning laws.
  • The Customs Department checks the import of gambling equipment.

The operators are eligible if their company is legally registered in Malaysia, if they are financially stable, if their background checks are clear, and if they comply with the law. To obtain a license, the operators must go through an application process which includes:

  1. Writing a formal application letter to the Ministry of Finance,
  2. Detailing the business plan, including operational details (gambling activities, target audience, and operational strategies), financial projects (expected revenues, expenses, and economic benefits to the country), and security measures,
  3. Implementing responsible gambling measures, and contributing to the wellbeing of the whole community,
  4. Submitting corporate documents (articles of association, certificates of incorporation, and shareholder information) and complying to all laws.

Once they obtain a license, the operators are subject to unannounced inspections and financial records examinations.

Final words

Malaysia hosts a diverse population, and the majority of the residents are Muslim. The operators wanting to conduct business in this country simply have to have cultural sensitivity and obey the religious laws first. Besides, they have to take care, and prevent any negative outcomes gambling could cause, such as addiction and financial instability. If these establishments continue to ride the technological advancement wave, the economic contribution of gambling can be immense. But, those innovations have to stay within the legal border. The current efforts of the regulatory bodies in 2026 highlight a move toward much stricter legislative control over the digital space to eliminate illegal activities. All in all, gambling in Malaysia has a strong potential to grow into something huge, provided it evolves alongside these tightening regulations.
