Gambling Regulation in Hungary

For those who are interested in what the Hungarian gambling scene has to offer, 2026 is definitely going to be an interesting year. From continuous legislative change and a highly focused approach to online sports betting to one of the highest entry barriers in Europe, it’s time to unpack everything. It would be interesting to see exactly how the Hungarian gambling scene has changed over time and what the future awaits both for players and operators.

History of gambling in Hungary

The relationship of Hungary with gambling goes way back to 1777, when the first state-run lottery was introduced by Empress Maria Theresa. It became popular over the years and led to the opening of the Nemzeti Casino in Pest, Budapest, in 1827. But all things came to an end in 1949, when the industry was nationalised under communist rule.

After 1991, when communism ceased to be the guiding rule, Hungary legalised gambling again through the first Gambling Act, which regulated state-controlled activities: lotteries and sports betting. In 2013, Hungary legalised online gambling but shut out most foreign operators due to its heavy regulations. Since then, gradual reforms started to give way to the opening of the market, and in 2023, it marked the end of the state monopoly over sports betting.

Current situation for iGaming in Hungary

As of 2026, Hungarian gambling regulations continue to align with European Union norms; the most significant shift remains that sports betting is open to private operators within the EEA. Online casino gaming remains strictly controlled—new entrants must have a land-based casino concession to take part in it. As of late 2025, 11 of the 12 available land-based casino licenses have been granted, leaving very little room for new online casino operators to enter the market through the required concession model.

That cautious approach means that it might be more accessible for sports betting now, but the scene of online casino games remains highly restricted. It seems that Hungary opened in a more open direction, but the journey is slow and the rules remain tight.

Sportsbooks 2026 requirements and regulations

Some of the more important requirements regarding operators who would like to break into the market are framed in Hungary’s Gambling Act. For one, you have to be able to prove at least five years of experience in the provision of licensed online gaming services within the EEA. In case your company was involved with unlicensed gaming activities within the EEA during the last five years, it is an automatic disqualification.

There is also a supervision tax, which is calculated as 2.5% of net gaming revenue (GGR), and a monthly gaming tax of 15% payable on net income from sports betting. Operators must also prove financial robustness by maintaining a share capital of at least HUF 1 billion (~€2.5 million) and paying a license fee of HUF 600 million (~€1.5 million). Furthermore, an administrative service fee of HUF 10 million (~€25,000) is required upon application.

Gambling tax regulation in Hungary

Hungarian law is very strict on taxes from gambling, especially online operators. Online sports bets have a 15% rate on net revenue. For online casinos, the taxation is more complex, operating on a sliding scale: 30% on GGR up to HUF 10 billion, and a fixed fee plus 10% on amounts exceeding that threshold. For gamblers, the good thing is that there is currently no personal income tax applied to winnings from licensed domestic operators. However, playing with unlicensed sportsbooks or online casinos may result in winnings being treated as taxable income.

Regulatory bodies overseeing gambling in Hungary

There are a few key bodies responsible for ensuring that Hungary’s gambling industry is maintained fairly and in compliance.

  • Supervisory Authority for Regulatory Affairs (SARA): This is the primary body responsible for the overall function of gambling operations within Hungary’s laws. They manage the state’s licensing, compliance, and enforcement.
  • Authority of Regulated Activities (SZTFH): This agency works in tandem with SARA to provide oversight in terms of compliance and market integrity. They help maintain order among players and operators alike, specifically managing the list of licensed entities.
  • Hungarian Financial Intelligence Unit (HFIU): The HFIU is very active when it comes to anti-money laundering (AML) cases around the gambling industry. They monitor suspicious transactions and make sure operators comply with their AML requirements.
  • The Data Protection Authority (NAIH): Since the GDPR is a significant factor in Europe, this body makes sure operators handle the data of players responsibly to protect it from being misused or breached.

Opportunities and outlook for the future

Despite the highly regulated nature of the country’s online gambling market, Hungary does have a lot of potential. Sports betting is becoming more accessible while online casino gaming remains heavily restricted due to the link to land-based concessions. The market continues to grow, with online gambling revenues reaching record highs as more global brands successfully navigate the licensing process.

On one side, iGaming operators can see some opportunities, but on the other, it is hard to get in. Adapting to the high financial and regulatory requirements of Hungary is elementary, but the possible rewards can be great. As soon as more and more players shift to online platforms, expansion will be unstoppable.

The Hungarian gambling market is one of transition; a focused shift towards online sports wagering is well underway. While the laws and rules are extremely strict—especially for online casinos—there is still room for development as the market matures under the liberalized sports betting regime. Entry into this market for iGaming operators requires a very clear understanding of Hungary’s legal framework and significant capital, but it remains a rewarding territory for those who can maintain compliance.
