Key licensing obligations include:
- Mandatory System Integration: Operators must connect to the LUGAS (central monitoring system) and OASIS (nationwide player-blocking system). By the beginning of 2025, OASIS contained approximately 307,000 active player bans.
- Corporate Presence: Operators must be registered within the EU/EEA or have a permanent branch in Germany.
- Security & Transparency: Extensive “fit & proper” checks for management and a minimum security deposit (typically €5 million) are required.
Details on Taxation and Compliance
Germany applies a high turnover-based tax on specific online verticals. Effective throughout 2025 and 2026, the rates remain:
- 5.3% tax on stakes for virtual slot machines and online poker.
- 5% tax on stakes for sports betting.
Licensed operators are forbidden from using the term “Casino” or “Online Casino” in their marketing unless they hold a specific state permit for table games; virtual slot sites are typically referred to as “Spielbank” or “Spielhalle.”
Player Protection and Operational Limits
Operational constraints under the GlüStV 2021 (active as of 2026) include:
- Deposit Limits: A cross-operator monthly deposit limit of €1,000, monitored in real-time by the LUGAS system.

What Changes Are Coming Soon & How Will They Be Enforced?
The Amendment To The GlüStV (2026): A proposed amendment to the GlüStV (Interstate Treaty on Gaming) is currently undergoing diligence for what will probably come into effect in late 2026. This proposed statute would impose harsher penalties for providing illegal gaming services and also mandate the implementation of stronger technical means to block illegal gaming services (blocking both the internet protocol address and payment of any illegal service).
Prohibition Of Advertisements Of Online Slots & Poker: From 2025 onward, online slot machine and poker games will be limited to advertisements during a “watershed” period (i.e, between 9:00 PM & 6:00 AM). Furthermore, as a form of additional enforcement, sports professionals (active) and officials may not appear in any advertisements for sports betting or sponsorships.
