Gambling Regulation in Chad

Chad is a land-locked country of many beauties and prominent features, known for its richness in gold and uranium, but also the historical and cultural heritage representing its history. Located partly in the Sahara desert and with a colonial history, this country recently acquired its own status of an oil-exporting state. Surrounded by countries like Cameroon, Libya and Nigeria, Chad is the fifth largest country in Africa. But how rich is it? The country’s development and colonial period led to an extremely slow political and legislative development, including most regulatory actions. In this article, we will tackle the (non-existing) gambling regulations and their implementation in Chad.

Does Chad have its own gambling license?

The country at the crossroads of North and Central Africa does not have its own gambling license, but it does have a legal gambling market that offers various gambling activities in land-based facilities. Chad is not widely known for having an established legal framework when it comes to a wide range of gambling games. 

Who oversees gambling regulations in Chad?

As of 2024, Chad does not have a regulatory body dedicated to overseeing and implementing gambling regulations across the country. For that reason the gambling industry is controlled by the government through general country laws. This creates a problem for any possible investors or operators, due to a high possibility of scams and unfair gambling activities. 

Are there gambling laws in Chad?

As expected from previous statements, Chad is yet to establish a set of laws dedicated specifically to the gambling industry. Instead, as of now, there are general laws that also regulate the gambling industry, but only to some extent. 

Sadly, since Chad has bigger problems like poverty and weak economy, gambling regulation does not rank high on their to-be-done list. This leads Chad to a new problem, because they will not be able to develop their gambling industry on the international level until they meet the set international standards. Further developing their gambling activities could potentially lead Chad to economic and social growth, helping them overcome at least a tiny amount of their already existing problems.

Why is Chad facing so many problems?

Even though Chad is known as one of the world’s most developed countries when talking about ethnicity and linguistic diversity, they are also known as one of the world’s poorest countries. Due to their political instability, corruption, ethnic tensions, climate change, and sadly, many more problems, more than a third of the country’s population lives below the national poverty line. Because of all this, we can see why gambling regulations are not taken very seriously in Chad.

What can Chad do to further develop their gambling industry?

In order to achieve further development of their gambling industry and potentially open the door to foreign investors and operators, here are some things Chad could work on:

  • Creating a Regulatory Body: Creating a regulatory body with a role of solely overseeing the gambling industry of the country and creating and implementing laws and regulations for the gambling industry would make an incomparable difference for the safety of the operators, consumers and the industry as a whole.
  • Creating Gambling Specific Laws: By creating laws targeted at regulating the gambling activities in the country, Chad would be able to have a clear picture of which activities fall into the legal and illegal categories under the law. 
  • Making International Connections: By completing the first two steps, Chad would pave the way for international connections, which would lead to foreign companies, operators and players coming to Chad. That would further lead Chad to an economic boost, which would help this country beyond words.
  • Educating People: The last step would be to educate people, put laws into action, and organize support groups and help those with developed gambling addictions. Educating and informing people of their rights as consumers and operators in the gambling industry is the number one priority for safe and transparent gambling activities in the country.

Leaving the rest to the Future

No one knows what will happen with Chad’s political and economic state in the coming years, nor how will their gambling industry develop as years go by. One thing we can say for sure is that they can use their already existing gambling industry, improve it at least a little bit, and watch the country profit, even if that profit is barely noticeable. Everything is left in the hands of technology and the internet, in the hopes that they are the ones to shake up the living situation in this African country.
