The Florida Gaming Control Commission has come down hard on illicit online gambling operators, issuing cease-and-desist orders to three major offshore platforms: BetUS, Bovada and MyBookie. These companies have been declared in breach of state gaming laws in offering unauthorized sports wagering and casino gaming to residents and visitors of Florida.
Unlicensed Betting Sites Slated
The FGCC argued that the operators at issue facilitated illegal bets through offshore operators, which, under Florida law, are strictly prohibited. Their investigation showed the sites were allowing consumers to wager on sports, horse racing, futures, and proposition bets, which are clearly considered illegal under Florida’s statutory scheme.
Florida law classifies illegal betting as a felony and prohibits any betting on contests of skill, speed, or endurance of humans or animals. The statute further makes a felony of any act of aiding or assisting any operation of unauthorized gambling, indicating how seriously the state views illicit betting.
Strict Regulations on Legal Gambling in Florida
Ross Marshman, Executive Director of the FGCC, underlined that Florida has one of the finest and most highly controlled gambling in the whole country. Only a number of facilities are licensed to operate legally in the state, with today Florida licensing only 14 slot machine operations including eight state-licensed facilities and six tribal casinos operated by the Seminole Tribe of Florida.
Hard Rock Bet, an online sportsbook, represents the only legally recognized one under a state agreement. The FGCC emphasized how legal gaming bears economic importance since tax revenues off of licensed operations are key in funding a wide variety of state programs.

Even Florida’s only legal online sportsbook, Hard Rock Bet, has advertised its services with zeal, showing how frictionless mobile wagering has become.
Public Health Issues and the Growing ODS of Digital Gambling
The National Council on Problem Gambling estimates that 2.5 million Americans experience severe gambling addiction, while another 5-8 million have moderate gambling-related problems. Mental health experts caution that excessive gambling can lead to ruinous consequences, including bankruptcy, family dissolution, or mental health disorders such as anxiety and depression.
The more pervasive nature of gambling addiction has spurred policymakers to pay closer attention. A 2023 study from the American Psychological Association pegged people in their early 20s as the fastest-growing demographic of gamblers, a fact that raises concerns about the effects of online gaming and digital advertising on youth.
Recently, The Lancet Public Health Journal urged governments to categorize gambling as a public health issue because of the dangers lurking in the way the industry advertises itself via digital media sponsorships.
Future Outlook
With Florida hardening its stance on illegal gambling, the actions of the FGCC are seen as a warning to other offshore operators who would try to flout state laws.
