The Finnish gambling landscape changed forever this week. The application period for licenses to run virtual games has been completely opened by the national government. The lengthy Veikkaus dominance is about to come to an end with this move. Operators now have a clear path to the competitive market launch in July 2027.
The Early Contenders Step Forward
Hippos ATG Oy acted quickly as the window opened. This joint venture between Sweden’s ATG and Suomen Hippos submitted its formal application immediately. The group plans to offer a full suite of products. This includes sportsbook, online casinos, and horse racing wagers. Antti Koivula, the Chief Compliance Officer, believes this marks a new era for Finnish horse racing. He emphasizes that betting should stay close to the sport itself.
A Lengthy Ten-Month Journey
The National Police Board currently oversees the initial phase of this transition. Officials estimate the processing time for each application will take three to six months. Afterward, companies must complete technical integrations with government systems. Consequently, the entire regulatory journey should take about ten months for each applicant. Operators must prepare their technology stacks early to meet these strict state timelines.
The Competitive Landscape Heats Up
Several international brands already show intense interest in Finland. The Åland Islands-based operator Paf is a key player to watch in this space. Meanwhile, Immense Group recently appointed a new Managing Director to lead its Finnish expansion. Service providers like Kambi also secured partnerships with local entities like SuomiVeto. These early moves suggest a highly competitive environment once the market finally goes live.
Technology and Player Safety
Finland prioritizes security and player protection in its new Gambling Act. Every operator must implement mandatory identity checks for all accounts. The system will likely utilize Finland’s existing Bank-ID technology for instant authentication. This ensures that access to internet gambling services is restricted to permanent residents exclusively. Before making a single wager, players must also establish daily and monthly spending caps.
New Surveillance and Financial Support
To reduce the harmful effects of gambling, authorities have released a new regulation. Safety study and management will receive €1.5 million of the 2026 budget. Furthermore, regulatory responsibilities will be transferred to a new National Supervisory Authority. The National Police Board’s existing position will be assumed by this organization. This new regulator will have bigger authority to collect data, enforce compliance, and impose heavy fines.
The transition to a regulated market presents a big opportunity for European companies. However, businesses are forced to alter their tactics due to the stringent regulations around advertising and bonuses. Finland maintains stringent regulations for moral gaming while encouraging innovation in the commercial sector.
