A recent survey conducted by sociocultural research firm The Fourth Wall offers fresh insight into the mindset of Filipino online gamblers. Speaking with over 1,000 current players from urban centers including Mega Manila, Metro Cebu, and Metro Davao, the findings reveal a clear priority for safety and legitimacy among users choosing where to wager.
Most respondents, the survey reports, have shifted away from informal channels such as street gambling and unregulated social media sites. The small minority, approximately 7 percent, remains active in land-based casinos. This shift indicates the rise of regulated online platforms in Philippine gaming and rising interest in secure conditions supported by effective regulation.
Safety and Trust Are Top Priorities
The survey shows that safety concerns drive many players’ platform choices. Players showed interest in not falling victim to scams or deceitful tactics, highlighting their need for sites that can establish authenticity through regulation and licensure. This shows that players are aware that unregulated websites pose risks that may vary from fraud to manipulation.
John Brylle L. Bae, Research Director at The Fourth Wall, summarized the findings: “Our study reveals greater preference for safer and regulated platforms among Filipino online gambling players. There is an understanding among them that an outright ban won’t stop online gambling, but instead push it underground, increasing risks like scams and addiction through unregulated channels. This suggests their call for regulation is rooted in safer options and better consumer protection.”
Opposition to Complete Ban on Regulated Gambling
Interestingly, the survey found that a majority, 53 percent, of online gamblers oppose a ban on regulated gambling sites. Meanwhile, only 18 percent support such a ban. Another 16 percent expressed conditional support of the ban but with reservations. Crucially, 75 percent believe banning regulated operators would not reduce gambling but would push players to illegal sites, social media gaming, and foreign unregulated sites.
This touches on a sensible level of awareness among players that limiting measures will result in exclusion and further harm rather than eliminating the underlying causes through regulation.
Gambling Habits and Risk Profiles
The survey also explored player behavior and risk profiles. It categorized 36 percent of respondents into “break-even optimists“—gamblers who view themselves as moderate players, generally without resorting to borrowing money. 12 percent identified themselves as “risky borrowing high-frequency bettors,” a group characterized by high-frequency betting and borrowing indicative of financial vulnerability. Such classifications demonstrate the diversity of experience and risk in online gambling.
What Players Think About Regulators
When considering what players think about regulators, naturally, this is a significant concern. Approximately 73 percent of the participants indicated that regulation by organizations such as the Philippine Amusement and Gaming Corporation (PAGCOR) truly matters to them. Approximately 61 percent believe that PAGCOR is doing a good job protecting players and ensuring games are fair. But there’s still a significant amount of 34 percent who are not so sure or somewhat skeptical of how effective PAGCOR actually is.
What This Means for Policy and the Industry
The poll indicates that regulation is not just about following rules; it’s also about providing players with confidence. Filipino internet gamblers prefer regulated, secure sites where they know their rights are being protected. However, many are still expecting the day when online gambling bans will be removed altogether.
For policymakers and regulators, this means that they need to find the perfect balance. Keeping players safe, ensuring responsible gaming, and operating an effective regulatory framework are all important. As the online gaming business in the Philippines expands, a focus on legitimacy and security will be crucial to establishing trust and ensuring the industry grows in a healthy, sustainable manner.
