The Edo State Gaming and Lottery Regulatory Commission has officially launched, marking a new chapter for Nigeria’s gaming regulation.
The initiative aims to attract licensed operators, reduce unregulated betting, and boost public revenue through clear and transparent oversight.

The new body represents a decisive move toward integrity and accountability in the state’s gaming industry.
Governor Monday Okpebholo inaugurated the commission’s board on October 14, 2025, at the Government House in Benin City. Frank Okiye, former Speaker of the Edo State House of Assembly, now leads the commission, supported by Dandy Imoukhuede Oserei, Elvis Uadiale, and Ndidi Osagiede.
The establishment of the Edo State Gaming and Lottery Regulatory Commission follows the governor’s approval of a new framework on September 30. This framework sets standards for compliance, licensing, and revenue generation, ensuring a fair environment for both operators and players.
Okiye commits to transparency and growth
Frank Okiye said the commission would rely on technology and integrity to meet its goals.
He described the commission as a “revenue-driving agency” designed to strengthen the state’s finances. He said:
“It’s a revenue-driving agency, and the governor has charged me to improve Edo State’s revenue profile. With my experience and studies, I will leave no stone unturned to justify the trust placed in me.”
Moreover, Okiye emphasised that using modern technology would help prevent corruption and ensure transparency. He added:
“Lottery is a game of luck that requires transparency to foster investor confidence. With the latest technologies, our operations will be free from corruption and clumsiness.”
Commission to attract responsible operators
Through strong governance, the commission aims to modernise Edo’s gaming sector and increase investor confidence.
The agency plans to encourage licensed operators while deterring illegal activity. As a result, more revenue will flow into community development and public services.
Okiye acknowledged that his new position is challenging; however, he said he is ready to face the task. He said:
“It’s rigorous and complex, but I am prepared to handle it.”
