The Dutch gambling regulator Kansspelautoriteit has formally addressed One Casino and bet365 after finding both operators offered prohibited sports betting options involving football teams with under-21 players during 2025.
Under Dutch law, betting on sports competitions involving participants under 21 is not allowed, with the regulator pointing to integrity concerns. The Ksa says younger players are viewed as more vulnerable to outside pressure, making those events more exposed to match-fixing attempts.
Both operators blamed “registration errors”
According to the Ksa, the two cases came to light through regulatory review, after which the regulator held discussions with each operator.
For One Casino, the company told the Ksa a system registration error misclassified an under-21 match as an “international friendly.” The operator said it cancelled the affected bets, compensated players, and added extra safeguards to prevent a repeat.
bet365 also attributed its incident to a registration error, describing it as a one-off market that became available on an under-21 match. The operator said it corrected the issue, ran an internal review, and added automated controls to improve oversight going forward.
Ksa: compliance is on the operator, every time
The regulator used the cases to push a blunt message: operators have to keep their systems and controls continuously up to date, and responsibility for a compliant betting offering stays with the licensee at all times.
In December 2025, Ksa published an updated sports-betting integrity guide (“Inzet op integriteit”), aimed at reducing the risk of manipulation and improving how operators protect sporting integrity.
bet365 is already in a separate duty-of-care fight
The under-21 markets issue lands with bet365 while the company is still dealing with another Dutch regulatory dispute. The Ksa said it issued a binding instruction to bet365’s Netherlands operator Hillside New Media Malta Plc on 13 November 2025, later publishing details in January 2026, over concerns that warning signals about affordability were not handled adequately.
In that earlier case, the Ksa pointed to deposit thresholds in its player-protection rules, above €300 in net deposits per month for ages 18–23, and €700 for 24+, and said operators must apply checks and intervene when required.
bet365 has said it continues to contest the binding instruction and expects allegations of duty-of-care breaches will be found “unsubstantiated.”
