DRC Rolls Out Central Gambling Oversight System to Track Player Behaviour

The Democratic Republic of Congo has taken a major step in reshaping its gambling sector by introducing a centralized monitoring system designed to track gaming flows and player behaviour.

The initiative was presented last week at the Gaming Regulators Africa Forum in Maputo, where the Congolese delegation, led by the Ministry of Finance through the Gaming Supervision Unit (CSJA), explained how the new platform will strengthen oversight, protect players, and improve transparency for operators, according to Actualite.cd.

On Wednesday, Didier Bobwa Wese, Head of Information Systems and the Central Monitoring System at CSJA, outlined how the system is being gradually integrated with operator platforms and payment service providers.

The rollout is part of the government’s wider reform agenda under President Félix Antoine Tshisekedi, who has called for a legal and transparent gambling sector that serves the public interest.

Data‑driven regulation and responsible gambling

At the heart of the new oversight system is a principle‑based approach that uses cross‑referenced data to identify risky behaviour. The CSJA explained that the platform will flag indicators such as frequent deposits, sudden increases in betting amounts and other patterns that may point to addiction, excessive spending or over‑indebtedness.

“The objective is to detect the signs likely to reveal a problem gambling,” Mr. Wese said, stressing that the monitoring must remain non‑intrusive and not disrupt operators or players.

Access to personal data will be restricted to legally authorised persons, and the information exchanged will be limited to what is essential for promoting responsible gambling.

The CSJA has also placed strong emphasis on cybersecurity and national sovereignty. The system is being built with encryption for data in transit and storage, strict authentication, and traceability of all operations.

Governance measures include regular testing, incident monitoring, backups, and a clear response plan for cyberattacks. In addition, the DRC insists that sensitive data about Congolese players must be hosted within national territory under the control of competent institutions.

DRC calls for closer cooperation across Africa

Beyond national reforms, the DRC has called for closer cooperation among African regulators as the continent battles with astonishingly low channelization rates, currently at 23% according to a recent report from Gaming Compliance International.

The CSJA advocated for common interoperability standards that would allow regulators and operators across borders to integrate more easily, secure transactions and respond collectively to risks that extend beyond one country.

The delegation stressed the importance of permanent consultation mechanisms, experience‑sharing and the adoption of proven solutions to strengthen regulatory systems still under construction. Last month, the Ministry of Finance issued a firm reminder to gambling operators that only its services hold the authority to regulate and collect taxes in the sector.
