The Dominican Republic is taking a major step towards modernizing its betting and gambling regulations. The Senate’s Finance Committee has made significant progress in unifying two significant legislative proposals for establishing a more effective and comprehensive regulatory framework for betting and gambling in the country.
One proposal, introduced by Senator Pedro Catrain, is aimed at regulating the overall gaming industry in the country. The other proposal, introduced by Senator Félix Bautista, focuses specifically on betting activities. The proposals are being unified to create a comprehensive and cohesive regulatory framework for betting and gambling in the country.
During recent discussions, legislators reviewed and approved amendments to articles 34 to 44 as part of the unification process. Senator Catrain chaired the meeting and also included the participation of other senators.
Key Objectives: Transparency, Control, and Responsible Gaming
Legislators have introduced both proposals with similar objectives. The key objectives include establishing proper procedures for licensing, supervision, and enforcement for all gambling activities. In addition, the regulations aim at protecting the rights of participants, preventing fraudulent practices, and promoting responsible gaming.
Moreover, the authorities also highlight the need for maintaining order and making sure that the growth of betting and gambling does not undermine regulatory integrity. The unification of proposals is aimed at removing inconsistencies and creating a cohesive regulatory system that meets international standards.
Expanding Oversight to the Cruise Industry
While making significant progress in unifying proposals for betting and gambling regulations in the country, the Dominican government is also taking steps towards regulating the growing cruise tourism industry. The Ministry of Finance and Economy has introduced a draft resolution that requires cruise ships carrying casinos to obtain an operating license.
In other words, those cruise ships classified under category 1, which have an accommodation capacity of transporting over 2,000 passengers, and which are in Dominican waters for longer than six hours, are required to obtain authorization to run gambling activities.
This is the first attempt to regulate gaming activities in the cruise industry, which has recorded significant growth. In 2025, for example, 788 cruise ships docked in the country with close to 3 million visitors. This is an indication of the economic importance of cruise ships.
Addressing Financial Crime Risks
The proposed regulation also addresses concerns relating to financial security. In their proposal, authorities noted that “the presence of these casinos in cruise ships may be used as instruments for money laundering and financing terrorist activities.”
In this case, the government has proposed the application of similar regulations applied to land-based casinos in high-category hotels. This is an attempt to strengthen regulations in the cruise industry.
Toward a More Structured Gaming Market
The proposed legislation and regulations in the gaming industry are an indication of the Dominican Republic’s move toward restructuring its gaming market. By unifying its legislation and regulating emerging areas such as cruise tourism, the country is moving in the right direction. This is an indication of its commitment to finding a balance between economic growth and regulations.
If these proposed measures are implemented, it is likely to strengthen institutional control and sustainable growth in this highly competitive gaming and tourism hub in the Caribbean.
