Dario Durigan Announces Leadership Changes and Appoints Daniele Cardoso to Head Betting Secretariat

Brazil’s Ministry of Finance announced a string of leadership changes aimed at bolstering the strength of the Ministry’s organizational structure. The announcements were made by the Finance Ministry’s Minister, Dario Durigan, on March 23 through the social media platform X. The appointments are to be officially announced in the Official Gazette (DOU).

New Leadership Across Key Positions

One of the key announcements made by the Finance Ministry includes the appointment and confirmation of Daniele Cardoso as the new Secretary of Prizes and Betting. The SPA department has become more important in recent times following the regulation of sports betting in Brazil.

In addition to Cardoso’s appointment as the new SPA Secretary, the Finance Ministry also announced the appointment of Rogério Ceron as the new Executive Secretary. The newly appointed Executive Secretary previously led the National Treasury Secretariat.

The position of Treasury Secretary was given to Daniel Leal, previously serving as Undersecretary of Public Debt.

Daniele Cardoso’s Background and Experience

Prior to her appointment as the new SPA Secretary, Daniele Cardoso had been serving as Deputy Secretary of Prizes and Betting at the Finance Ministry. The appointment was made in August 2025. Cardoso holds a law degree from the State University of Feira de Santana. She also holds a postgraduate specialization in State Law.

Cardoso’s experience in the SPA department includes her appointment as General Coordinator for Responsible Gaming Monitoring. In her previous role, Cardoso was responsible for overseeing activities aimed at ensuring compliance within the sports betting industry. She replaced Carolina Yumi de Souza, who was appointed as the new Executive Secretary for the Financial Activities Control Council.

Her professional history also includes working at the Instituto Brasileiro do Meio Ambiente (Ibama) in the management of human resource management and at the Secretaria Nacional do Consumidor (Senacon) in the context of national consumer protection systems.

Cardoso assumed the post of leadership at the SPA on an interim basis following the move of Regis Dudena to the Secretariat of Economic Reforms.

Strengthening a Technical Profile in Government

The recent appointments also reinforce the technical profile of the ministry. Úrsula Peres, a professor at the University of São Paulo and a specialist in public policy, has been appointed as Deputy Executive Secretary of the Ministry of Finance.

In the meantime, Mathias Alencastro will continue in the post of Secretary of International Affairs, a position he assumed following the move of Tatiana Rosito to a directorship position at the World Bank.

Strategic Importance of the Betting Secretariat

The Secretariat of Prizes and Betting has emerged as a key part of Brazil’s economic and regulatory environment, particularly in the context of the formalization of the regulations for sports betting. The appointment of Cardoso to the post indicates the continuity of policy and regulatory implementation during a key stage in the development of the betting market.

Minister Dario Durigan stated the following during the announcement of the appointment of the new members of the ministry’s team: “I am pleased to share updates about the Ministry of Finance team. Rogério Ceron will be the new Executive Secretary. I trust in his delivery capacity, and I highlight that his work leading the Treasury has been fundamental for advancing our agenda in recent years.”

He also emphasized the collaborative aspect of their work in the ministry: “Nobody works alone. We are a serious, united, and technical Ministry. Women and men who are committed to making a difference every day, working for the prosperity of Brazilian families.”

With this appointment, the Ministry of Finance is further entrenching a governance culture that is based on technical competence, internal continuity, and strategic alignment. As Brazil continues to further entrench its regulatory framework in betting and other economic reforms, stability in leadership in key ministries such as the SPA is likely to have a significant impact on policy outcomes.
