On their official website, Coljuegos announced that back in 2025, land-based games of chance in Colombia, such as chance (numbers game), traditional lottery games, and Raspa&Listo scratch cards, generated COP 649.465 billion for Colombia’s health system. This money is then invested throughout the country.
According to the regulator, this contribution reinforces the traditional gaming sector as an element of social financing. “This sector continues to consolidate itself as a key mechanism of social financing across the territory. Between 2022 and 2025, these resources grew by 24 percent, thus enabling us to reinforce access to health services in the most vulnerable population of the country”, explained Marco Emilio Hincapié, president of Coljuegos.
Compared to what was transferred in 2024, last year there was an increase of 5.9% in transfers that redirected almost COP$36 billion in new resources to subsidized healthcare services. Included in this figure was what was transferred in chance gaming alone in 2025: COP$337.068 billion, which is an increase of 25% over what was transferred in 2022.
Lotteries Show the Strongest Relative Growth
Another issue that was underscored was the traditional lottery results, which contributed COP 276.794 billion to the health sector. This sector was characterized by the highest relative growth in the industry, considering that a larger share of ticket revenues is dedicated to subsidized health care funding.
Of these, lotteries in Medellín, Boyacá, and Bogotá were noted as being among the biggest contributors, raising a combined amount of COP 136.287 billion for health systems in the regions.
In addition, the other game type, which includes Chance, Lottery, and Raspa&Listo, provided prizes worth 1.68 trillion COP in the year 2025. This can also be related to the trust that the people place in the game, as well as the economic effect it had on the territories or regions, as it entered the public consumption cycle.
A Financing Model Rooted in Legal Gaming
These figures for the Colombian authorities further support the relationship between legal gaming activities and the well-being of the public. In addition to this is the continued growth in remittances due to the efforts made to regulate the sector.
“This increase in transfers is due to the efforts made by the National Council of Games of Chance and Luck to strengthen the sector. In 2026, we will continue working to promote legal gaming and energize the industry”, Hincapié concluded.
The data illustrates, however, that as a form of entertainment and as a model for gaming, it also plays an important role as a financing model supporting various elements of social policy within Colombia. By supplementing subsidized healthcare with gaming revenue, they have created a model where regulation and compliance can directly measure social impact.
As discussions about the regulation and taxation of gaming activities persist throughout Latin America, the Colombian model presents a case of the economic viability of traditional land-based gaming while at the same time meeting the public interest requirement.
