Coljuegos, the Colombian gaming regulator, has launched a public consultation on a draft resolution establishing the technical specifications for the carrying out of raffles in Colombia. The consultation will last until August 1, 2025, at 5:00 p.m. local time, during which stakeholders can submit remarks and proposals.
Along with the National Council for Games of Chance (CNJSA), Coljuegos invited stakeholders in the industry, technology companies, and the general public to participate in the process of creating a set of standards that offers transparency, regulatory compliance, and technological security in the operation of raffles.
Authorizations and Oversight
According to the draft proposal, Coljuegos shall enjoy an exclusive privilege of authorizing third-party candidates willing to operate as technological operators of raffles in Colombia. Such authorization shall be conditioned upon completion of the technical specifications established.
The measure is a vital regulatory action aimed at improving control processes in the digitalization and operation of raffles. It encapsulates the overall vision of maintaining the integrity of the gaming sector while respecting cutting-edge technology innovation.
Certified Platforms and Infrastructure Requirements
One of the supports of the draft regulation is mandatory certification of the technology platforms of the operators. The operators must apply systems that have been certified by laboratories previously approved by Coljuegos. The platforms must enable raffles to be drawn by electronic, digital, telematic, or interactive methods.
The required technology infrastructure consists of the following components:
- Central Gaming System (SCJ): The central platform responsible for game logic and information.
- Communication Networks: Infrastructure for secure and dependable data transmission.
- Remote Connection Devices (DCR): Interfaces connecting the various components to the central system.
- Point-of-Sale Terminals (TDV): Devices via which participants can purchase raffle entries.
- Draw Number Generation Software (GNA): Software utilized to generate random and unbiased number generation algorithms.
- Raffle Management Software: Software for managing and reporting on the performance of operations.
All these pieces of equipment must be integrated into one system that ensures both operating reliability and compliance.
Transition Period and Compliance Timeline
Coljuegos has proposed a 12-month transition period for the operators to match their systems and technology platforms with the new requirements. The grace period allows existing or prospective operators to harmonize their infrastructure, acquire needed certifications, and make a smooth transition to the regulated model.
Furthermore, it is the responsibility of all technological operators to operate and certify their Central Gaming System. This certification shall be a prerequisite to participation in licensed raffle games on Colombian soil.
