The Legislature of Chubut in Argentina has approved an agreement that extends the gaming licenses of Casino Club in the province for a further 15 years, until 2046. The bill, presented by Governor Ignacio Torres, was keenly contested before being approved with 19 votes in favor and 8 against.
The agreement, signed by Casino Club and the Instituto de Asistencia Social (IAS) – Lotería del Chubut, was unveiled as part of an overall program named “Execution of Strategic Works for the Province of Chubut.” The project was already examined and passed by several legislative committees, including Constitutional Affairs and Justice, Infrastructure and Public Services, and Budget and Finance.
Financial Contribution for Infrastructure Projects
One of the agreement’s key points is the economic contribution from Casino Club of ARS 8 billion (approximately USD 5.5 million) for infrastructure projects across the province. In exchange, the company received the extension of its concessions beyond the current expiration date of 2031.
The province highlighted that these funds will be invested in priority public works, and it specifically cited projects in Trelew and Comodoro Rivadavia. Among them are Comodoro Rivadavia’s long-awaited storm drainage system, valued at more than ARS 10 billion, and the completion of Trelew’s Centro de Encuentro community center, estimated to cost ARS 3.5 billion.
As per the official justification, these schemes are considered to be of high priority both for social and economic development, addressing urgent needs such as flood protection and access to social and cultural facilities.
Defense and Justification of the Measure
Members of the ruling coalition posited for the extension as a pragmatic trade-off between private investment and public good. Despierta Chubut lawmaker Luis Juncos pointed out that Casino Club’s investment would bequeath “important and strategic works” to local communities and ensure the upkeep of employment within the gaming industry.
The government framed the decision as a partnership that delivers direct benefits to the province without requiring additional public funds. Casino Club’s investment, officials argued, represents a one-time opportunity to address historical infrastructure needs while locking in employment and provincial revenue stability from the gaming industry.
Opposition Criticism and Concerns
The opposition, however, strongly objected to the project, referring to it as a secret concession extension that could set a disturbing precedent. Critics argued that the extension of the licenses to 2046 could expose the province to potential legal battles and economic ramifications.
Juan Pais, leader of the Arriba Chubut bloc, described the deal as “harmful, pernicious, and scandalous,” and Andrea Toro of the PICh party warned that the Legislature was taking a “legal risk that will cost the province dearly.” Critics also suggested that the approval lacked sufficient transparency and could put corporate interests over long-term public accountability.
Scope of the License Extension
The agreement approved provides Casino Club with continued operation rights to all its current locations in Chubut, including properties in Comodoro Rivadavia, Trelew, Rawson, Playa Unión, and Rada Tilly. The extension also includes the company’s online game licenses, consolidating Casino Club’s position in land-based and online markets.
With the new expiration of 2046, Casino Club will continue to maintain one of the largest game footprints in Patagonia. The ratification is as much a pragmatic acknowledgment of the company’s economic clout in the province as the provincial government’s willingness to leverage private capital for public infrastructure.
Balancing Benefits and Risks
The Chubut row highlights the broader challenge for governments in striking agreements with powerful gaming operators. On one side, the promise of infrastructure investment and employment is alluring, particularly in regions with immediate social and economic needs. On the other hand, license renewals over extended periods can generate political controversy, amid concerns about oversight, transparency, and the balance of public and private interests.
For now, the government is touting the approval as a victory for strategic planning, while critics are saying that the full implications, financial, legal, and social, will not be understood for years to come.
