A new project in Chile looks to mix economic growth with cultural integration. Senator Francisco Huenchumilla from the Christian Democratic Party submitted a proposal to open a casino within the La Araucanía province, namely, within the Malleco province, close to the Cordillera de Nahuelbuta. The proposal aims to encourage job creation, tourism, and more equitable sharing of gaming tax revenues within one of Chile’s poorest economic zones.
A casino model inspired by international indigenous partnerships
The proposed project would be the third casino in La Araucanía, in addition to those already present in Temuco and Pucón. However, what makes this endeavor different is its innovative system of governance: concurrent administration by the Mapuche People’s Council and private owners. This system of co-management is inspired by the North American model, under which most Native American nations have been economically successful through casino operations.
Under Huenchumilla, the U.S. experience demonstrates how indigenous people’s self-determination in gaming enterprises can be employed to serve whole communities. “Our idea is borrowed from international experience, particularly from U.S. law, where over 500 tribes have benefited through concessions, spurring economic development, reducing poverty, and local identity“, the senator detailed.
He emphasized that the project is not only about constructing yet another leisure destination, but about ensuring that its economic impact is directly for the people who are able to utilize it most. “We want a real difference“, he stated. “The revenues must directly benefit the poorest municipalities, and the Mapuche People’s Council must hold the concession, with autonomy to ally with national or international operators.”
Social and economic potential for La Araucanía
The La Araucanía region, traditionally one of economic and social inequality, could, with this project, find a new pathway to sustainable development. The casino will function as an engine of job creation in tourism, hospitality, and related services, and at the same time generate tax receipts to be applied to local infrastructure and social programs.
The senator’s proposal falls into the national discourse on economic inclusion policies, respecting and empowering Chile’s indigenous groups. Through offering the Mapuche direct interest in ownership and control of a major business entity, the venture attempts to increase cultural identity as well as common prosperity.
Challenges and next steps
While the concept has generated some excitement, it will also face regulatory clearance, environmental issues, and compatibility with current gaming laws in Chile. It will likely require co-operation from the Superintendence of Casinos (SCJ), regional governments, and the Mapuche elders to make it legal and pragmatically feasible.
But the project is a symbolic and practical step towards reconciliation in terms of economic cooperation. In promoting joint control and an equitable share of benefits, Senator Huenchumilla was able to initiate a precedent for future associations between the Chilean state, private investors, and the indigenous peoples.
Essentially, the project represents an emerging national imagination, one that harmonizes tradition, autonomy, and modern development into a quest for a more inclusive and prosperous future for La Araucanía and the Mapuche nation.
