The official data for 2025 announced by the Superintendence of Casinos of Gaming (SCJ) in Chile has indicated that 22 land-based casinos licensed under Law No. 19,995 recorded gross gaming revenue amounting to 509.826 billion CLP. In real terms, this makes way for a decrease of 4.5% over the previous year.
Although the figures show that revenue declined, they also offer a detailed breakdown of how Chile’s gambling businesses are still working towards contributing to public funds in the face of altered consumer spending patterns.
Tax Contribution and Revenue Breakdown
According to data from the SCJ, the total tax contribution of casinos for 2025 amounts to 214 billion Chilean Pesos. It recorded a real decrease of 4.7% with regard to 2024. These tax receipts include three main components:
CLP 84.363 billion from the specific gaming tax
CLP 81.401 billion from value-added tax (VAT)
CLP 28.450 billion from entry fees to gaming halls
These figures, once again, emphasize the financial importance of casino gaming to national and local governments, even in a year where total revenues were in decline.
In addition, the regulator pointed to the fact that the three casinos with operating concessions granted by the municipalities generated 39.483 billion CLP in gross gaming revenues. Unlike the overall market, in these establishments, a real increase of 0.5% was recorded compared to 2024.
Visits Decline While Average Spending Rises
In 2025, it was recorded that a total of 926,873 people visited the 22 licensed casinos in the country. This, therefore, shows a real decrease in visitors, recording a decline of 7.2% year on year, a fact that indicates a decrease in the number of people visiting casinos compared to
However, when analyzing the general GGR, the average amount spent per visit reached a level of CLP 86,019. It is a real increase of 3.3% over visits made in 2024, which implies that despite a reduction in overall foot traffic, those who do frequent the casino are spending more per visit.
This could imply that there is a transition in the type of players or spending patterns, where fewer people generate a substantial percentage of revenues.
Economic Offer Contributions to Municipalities
Besides traditional taxation, casinos also make contributions based on “economic offer” payments. Accordingly, CLP 69.042 Billion has been raised based on this criterion by the end of 2025.
“These funds are managed by the General Treasury of the Republic, with the purpose of being allocated to each municipality within the same timeframe as the transfer of the specific gaming tax.”
This process guarantees that municipalities that benefit from the presence of a casino will enjoy a direct and organized share of the economic benefits derived from the gaming activity.
The data represented by SCJ’s findings indicates that the land-based casino environment is seeing fewer visitors and decreasing revenues overall, but increasing per-visitor spend and maintaining fiscal significance. As Chile continues to look towards regulating gambling more widely, including the introduction of legislation for online gaming, these details offer some context to the broader regulation of the traditional casino games themselves.
