Cebu City is tightening its rules on internet use within government offices. In a move aimed at curbing online distractions and promoting productivity, the City Council has approved a resolution that will block access to online gambling sites and VPN (Virtual Private Network) applications on all government-managed internet networks.
The resolution was introduced by Councilor Nyza “Nice” Archival and was passed during the Council’s 17th regular session on July 22. Under the new policy, the city’s Management Information and Computer Services (MICS) office is directed to implement technical restrictions on internet access across all government offices and public Wi-Fi networks maintained by the local government.
Archival explained that the move is a response to increasing concerns over the misuse of government internet connections, particularly for accessing gambling websites during work hours. She also emphasized that VPNs pose a challenge to enforcement, as they allow users to get around content restrictions and access blocked sites—including gambling platforms that may already be prohibited.
“The goal is to make sure our government internet services are used responsibly and efficiently,”
said Archival.
“It’s not just about following rules—it’s about protecting employees from the risks that come with gambling addiction and ensuring that public resources are not being misused.”
The resolution warns that allowing access to gambling content through government-provided internet can lead to a range of issues, including addiction, financial hardship, and a decline in employee productivity. VPN applications, which mask a user’s location and enable access to restricted sites, are also seen as a way for users to sidestep city regulations.
To address this, the MICS office will block access to known gambling domains and VPN services, including apps, browser extensions, and other tools that can be used to bypass filters. These changes will apply not only within office systems but also to the city’s public Wi-Fi connections used in government facilities.
In addition to the technical controls, the city will also be reinforcing the policy with administrative measures. Employees caught violating the restrictions may face disciplinary action under civil service rules. While details about penalties weren’t specified, officials say consequences could include formal warnings, suspensions, or other administrative sanctions.
Similar concerns have been raised in other parts of the world, such as the UK, where illegal online betting has surged during major events—often with the help of VPNs. Cebu City officials say this highlights the importance of proactive measures to prevent abuse of digital systems.
As the new policy rolls out, city departments are expected to coordinate with MICS to ensure the proper enforcement of the restrictions. The timeline for full implementation is still being finalized, but city leaders say the goal is to have the blocks in place soon.
Archival added:
“This is about accountability, when we’re using public resources, we need to make sure they’re serving the public good—not personal interests.”
