Carolina Galtieri, Head of the AML/CFT Prevention Unit at the Lottery of the City of Buenos Aires and representative of the Association of Argentine State Lotteries (ALEA), was once again elected to her fourth consecutive term to head the Technical Commission of AML/CFT Prevention of the Ibero-American Corporation of State Lotteries and Betting (CIBELAE).
The voting took place during the latest commission meeting, where all members and representatives of various regional lotteries, including Uruguay, Spain, Puerto Rico, Brazil, and El Salvador, were present. The decision to extend Galtieri’s mandate was unanimous, considering the broad recognition of her efforts, commitment, and leadership in the fight against money laundering and terrorist financing activities in the lottery and state lottery and betting sector.
A Milestone for AML/CFT Standards in the Lottery Industry
Under Galtieri’s coordination, the Technical Commission has achieved important milestones in the history of the regulatory and compliance sector in the lottery industry in Ibero-America. Some of the most important milestones include the creation of the first international AML/CFT standard specifically drafted for the sector of state lotteries and betting operators.
Furthermore, the commission has developed a number of technical documents, best practice guidelines, and operational tools with the aim of enhancing the capacity of member organizations. These documents have been crucial in assisting lotteries in developing robust compliance models, strong risk management models, and models that conform to international regulations.
Such an effort has not only contributed to the greater transparency of institutions but also promoted the sustainability of the sector in an era where scrutiny and financial integrity continue to rise around the world.
Strengthening Transparency and Responsible Gaming
Moreover, the reelection of Galtieri further reflects Argentina’s main role in international debate with respect to AML/CFT in the lottery and insurance betting sector. In fact, thanks to an active participation in initiatives orchestrated by CIBELAE, the sector of Argentine lottery has established itself as an international point of reference with respect to harmonized public policies, norms, and a preventive approach.
The work done by the commission is multidimensional and not restricted to mere compliance. The activities done by the group are to ensure that the concepts of legal, safe, and responsible gaming are enforced and strengthened through established prevention policies, which in turn cushion the effects of illegal activities that the gaming industry and society encounter.
A Continued Commitment to Regional Cooperation
Galtieri, who began his fourth consecutive term, is symbolic of continuity in a process that relies significantly on collaboration and sharing of learning experiences among member lotteries. The fact that representatives from different countries participated in the election underscores the importance of regional cooperation in tackling intricate financial crime risks that cut across borders.
As the lottery and the betting business continue to evolve with digitalization and the development of different operational models, the increasing importance of technical commissions such as CIBELAE and its AML/CFT group can be noted. The leadership and technical expertise of the commission make way for the continued progress and improvement of member organizations’ compliance, transparency, and responsibility.
