The licensed casino industry in Cambodia has made mandatory contributions of over $72 million to the state for the year 2025, a 14 percent increase from the previous year, according to the Cambodian Commercial Gaming Commission (CGMC). According to Khmer Times, the commercial gaming industry made a total mandatory contribution of KHR290.73 billion ($72 million) in 2025, up from KHR35.83 billion ($8.9 million) in the previous year. Technical advisor Chhoeng Chantha explained that the CGMC is monitoring the situation very carefully.
Number of Licensed Casinos in Cambodia at 195 by 2025
At the end of 2025, there are 195 licensed casinos in Cambodia. Of those, the largest number (160) can be found in Preah Sihanouk province. Preah Sihanouk is the biggest casino destination in Cambodia and it will remain so for some time. The rest are distributed in other provinces, but the fact that most are in Preah Sihanouk indicates where the action is.
According to Chantha, the commission will enforce the Law on Commercial Gambling Management and other regulations through administrative procedures against the operators who fail to comply. These include warnings, fines, temporary closure, and revocation of casino licenses depending on the nature of the offense.
Enforcement Tools Back Revenue Growth
The CGMC’s enforcement stance forms part of Cambodia’s broader effort to align its gaming oversight with national legislation. Chantha made it clear that casino owners and operators are required to comply with all the legal and regulatory requirements, including licensing, reporting, and operational requirements to ensure that the industry remains within the bounds of the law.
The mandatory contribution of KHR290.73 billion ($72 million) in 2025 indicates that, in addition to increased regulation, the tax and fee revenue of the state from the casino industry is also increasing. The KHR35.83 billion ($8.9 million) uptick compared with the previous year reflects both the scale of the licensed footprint and the regulator’s push to keep operators in line with payment requirements.
CGMC’s Mandate Since 2020
The CGMC was founded in 2020 under the Law on the Management of Commercial Gambling. This law is also one of the primary goals of the CGMC and helps to ensure appropriate oversight and regulation of the commercial legal gaming industry. Since then, the CGMC has been the licensing body, regulator, and enforcement agency, making sure that all casinos follow the rules and that all gamblers are within the laws governing gambling in Cambodia.
The CGMC also has the mandate to suppress illegal gambling, encourage licensed gambling, and contribute to the growth of the Cambodian economy through the licensed casino industry. As such, the CGMC is at the center of the commercial gambling industry in Cambodia, as it is both the licensor and the regulator of the industry.
Focus on Compliance and Sector Stability
It is evident from Chantha’s statement that the commission will continue to use administrative measures to deal with non-compliance, including license suspension or revocation when the need arises. The point is clear: all license holders must comply with the law.
Currently, there are 195 licensed casinos operating in the country, with all of them making mandatory contributions of $72 million in 2025. The casino industry in Cambodia continues to be an important source of revenue for the country, with the CGMC at the helm of affairs. The commission uses fines, warnings, and possible suspension to ensure that the industry generates revenue while maintaining stability and discipline in the industry, as per the country’s commercial gambling law.
