Cambodia Lowers 2026 Growth Prospects Amid Crackdown on Scams

The Cambodian government has downward revised its forecast of the country’s economic growth rate for 2026 from 5% to 4.2%, which is stated in the nation’s 2026 Budget Management Law. This revision has been mentioned as part of the midterm budget management and economic outlook assessment provided by the news site.

The government has also revised the forecast for 2027 economic growth downward to 5%, from 5.5%. It is noted that although the efforts made to combat scams will eventually help create a more favorable investment climate in Cambodia, the current pressure exerted on various economic sectors, particularly construction, real estate, and domestic consumption, will be felt shortly.

Energy and Border Pressures

This is seen to have been among the key external influences that would continue to contribute to the overall economic outlook. A rise in the global price of energy commodities has led to an escalation in the inflation level and put strains on tourism, transportation, agriculture, and international trade of goods in wholesale and retail markets. The government highlighted that it has affected the economy in general, especially those industries sensitive to increases in oil prices and international operations.

The unrest between Thailand and Cambodia has been identified as another factor causing disruptions. As per the report, it has impacted the flow of tourism, agricultural exports, and money transfers across borders. This has contributed to the strain on economic performance at a time when Cambodia is coping with the ramifications of its anti-scam strategy.

The crackdown on telecom and cyber fraud has been a major policy effort in recent years and has drawn growing regional and international attention. Authorities said the campaign is intended to clean up the business environment over time, even though its immediate effect has been felt in several parts of the domestic economy.

Sector Impact

In relation to the development of the tourism industry in Cambodia, it was mentioned that Cambodia’s tourism sector was still set to recover slowly, despite the fact that tourist sentiment has been dampened by the border issue, anti-scam activities, and geopolitics. Domestic tourism would also help offset some of the impact in terms of the decline in foreign tourists.

On the other hand, the construction and real estate sectors have also been identified as those that face temporary difficulties. The domestic consumption sector has also been affected, owing to the general climate of stricter law enforcement. However, export-driven industries would continue to be expected to grow steadily, so long as conditions within the international business environment remained positive without altering tariff rates.

The review indicates that the economic state of Cambodia will continue to be dependent on external and domestic pressures in the coming months. Although some industry areas have been predicted to withstand challenges, the government has also noted that its current combination of inflation, regional conflict, and enforcement has led to a less optimistic outlook.

Fiscal Policy and Forecasts

Cambodia said it will maintain a neutral fiscal stance in order to preserve public finance sustainability. It also plans to continue expanding the tax base, restoring fuel product tax rates, and strengthening anti-scam enforcement in an effort to improve investor confidence.

The revised government forecasts are not the only cautious estimates on Cambodia’s growth outlook. Several international institutions have also lowered their 2026 projections. The International Monetary Fund expects growth of 4%, the World Bank has forecast 3.9%, and the ASEAN+3 Macroeconomic Research Office has put the figure at 4.9%.
