Cambodia’s Commercial Gambling Management Commission (CGMC) is preparing a new evaluation framework that could be used when reviewing casino license renewals in the country.
The regulator’s General Secretariat held a meeting on Friday, September 4, to examine the proposed framework and discuss its contents. The planned system is expected to establish the minimum suitability requirements that casino operators must meet when applying for a license or seeking to renew an existing one.
The assessment will be based on Cambodia’s current laws and regulatory instruments. It will also reflect the need to further strengthen the country’s commercial gambling sector, according to information released by the CGMC.
The meeting was chaired by Yeth Vinel, secretary-general of the CGMC. Representatives from the regulator’s Internal Audit Unit, technical advisers, department directors, and other officials also attended the discussion.
Feedback Gathered During Meeting
During the meeting, participants reviewed the proposed casino integrity and quality evaluation framework. They also provided feedback on the contents of the document as the regulator continues working on the planned assessment system.
The framework is intended to improve regulatory oversight of Cambodia’s casino industry. It would also help ensure that casino operators meet the appropriate standards during the licensing and license-renewal process.
However, the CGMC has not released details regarding the exact criteria that will be included in the evaluation. The regulator also did not state when the framework would be completed or when it could be implemented.
This means that the proposed system remains under review. Further information may be provided once the CGMC finalises the framework and determines how it will be applied to casino operators.
Strengthening Casino Oversight
Cambodia has tightened its supervision of the casino sector in recent years through the Law on the Management of Commercial Gambling.
The legislation created a more formal regulatory structure for the country’s commercial gambling industry. It also established the legal basis for licensing casino operators and supervising their activities.
Under this system, the CGMC is responsible for regulating Cambodia’s commercial gambling sector. Its duties include issuing and overseeing casino licenses, as well as supervising the operators involved in the industry.
The proposed integrity and quality evaluation framework would add another part to this regulatory process. By introducing suitability requirements for license applications and renewals, the regulator aims to assess whether casino operators meet the standards expected under Cambodia’s laws and regulatory instruments.
Framework Still Being Prepared
The CGMC’s latest meeting shows that the regulator is continuing to develop the proposed evaluation system. Officials and advisers are still examining the framework, while the specific standards and implementation schedule have yet to be announced.
For now, the regulator has only confirmed that the framework will focus on integrity, quality, and the suitability of casino operators. It is also expected to support stronger oversight as Cambodia continues to manage its commercial gambling sector under the existing legal structure.
