Caixa Econômica Federal will launch its own sports betting platform by the end of November 2025, to be a significant operator in Brazil’s new legal betting market. President Carlos Vieira stated that the project had strategic importance, with estimated 2026 revenues ranging from BRL 2 billion to BRL 2.5 billion. The initiative is among the bank’s broader efforts to diversify revenues and take advantage of growing opportunities for legalized sports betting.
The debut represents Caixa’s first significant step as an entrant in a market that has gained momentum following the recent federal regulations of fixed-odds betting. In going into the market, Caixa seeks not only to expand its commercial footprint but also to entrench government participation in regulated gaming, fostering compliance and transparency.
Regulatory Authorization and Operational Scope
In July 2025, Caixa Loterias S.A. was officially authorized by the Ministry of Finance, via the Secretaria de Prêmios e Apostas (SPA–MF), to operate in Brazil’s fixed-odds betting market. The official approval, recorded under Portaria SPA/MF No. 1.665, allows Caixa to manage its brands, Betcaixa, Megabet, and Xbet Caixa, via virtual and physical channels. The authorization is valid until December 31, 2029, providing a long-term regulatory framework in alignment with Laws No. 13,756/2018 and No. 14,790/2023.
The process, under SIGAP No. 0081/2024, underscores Caixa’s resolve to meet all federal regulatory standards, providing a secure, legally compliant environment for gamblers. Under the auspices of this official endorsement, Caixa stands well to leverage its countrywide presence and reputation in exploiting a very competitive market.
Financial Performance of Caixa Lotteries
While it was a modest 6% decline in revenue from the first half of 2024, Caixa lotteries generated BRL 11.6 billion in the first half of 2025, which serves to underscore the institution’s ongoing importance as a source of revenue. As an interesting aside, BRL 4.4 billion (38.2%) of this revenue was destined for social programs, including social security, sports, culture, public security, education, and health programs.
Aside from that, BRL 4.3 billion was distributed in net prizes, an 8.2% increase that solidifies the attractiveness of lottery play for players. This ongoing social contribution and enhanced prize structure demonstrate Caixa’s dual role of generating public value and engaging citizens through entertainment.
Implications for Brazil’s Betting Market
Caixa’s venture into sports betting is a new milestone for the Brazilian market, combining the credibility of a federal institution with the potential growth of the regulated gaming market. With rigorous legal and operating requirements, Caixa is aiming to set an example of responsible gaming and transparent operations.
With the forecasted revenue flows and social benefit, the project also demonstrates how public institutions can balance commercial and social returns, establishing legitimacy and confidence in a new market. The launch of Betcaixa, Megabet, and Xbet Caixa is expected to reshape competitive dynamics while solidifying the regulatory framework established by the federal government.
As Brazil’s regulated sports betting market matures, Caixa’s strategic launch highlights the potential for uniting regulatory compliance, social responsibility, and market competitiveness. Through careful roll-out, the project would complement both Caixa’s portfolio and the integrity of Brazil’s gaming sector.
