For nearly a decade, millions of lottery players in Norway took part in draws they believed were fair and carefully regulated. What they did not know was that a flaw in the drawing system had quietly skewed the odds, giving groups and syndicates a higher chance of winning than individual players. The imbalance, undiscovered for years, has now resulted in a record fine of 46 million kroner against Norsk Tipping.
A Hidden Flaw in the System
The mistake dates back as far as 2015 or 2016, affecting both Eurojackpot’s extra draws and Lotto’s so-called super draws. Instead of all participants competing on equal terms, the error meant that cooperative players gained a statistical advantage. Solo players—who represent a large share of the customer base—were left disadvantaged for years without realizing it.
Regulators concluded that the oversight undermined the very principle of fairness that state-run gambling is supposed to guarantee. According to their assessment, the issue was not only the fault itself but also the fact that it went undetected for so long.
A Costly Fine and Damaged Reputation
Earlier this year, the Norwegian Lottery Authority notified Norsk Tipping of its intention to impose a penalty, and the decision has now been upheld. The fine—46 million kroner—represents roughly 0.45 percent of Norsk Tipping’s annual turnover of 10.2 billion kroner after prize payouts.
The case has raised uncomfortable questions about oversight and internal controls. Norsk Tipping became aware of a possible issue in late 2023 but failed to immediately investigate. Two additional draws were conducted before a full inquiry confirmed the mistake in early 2024. Regulators later criticized this delay, describing the company’s threshold for checking potential errors as far too high.
Corporate Response and Ongoing Reforms
Although Norsk Tipping has expressed disagreement with certain conclusions, the operator has accepted the penalty and acknowledged that the criticism is justified. The company has since carried out a comprehensive review of its draw procedures and implemented quality-control measures to prevent similar flaws. Management has emphasized that restoring player trust is now its top priority.
A Pattern of Gambling Scandals
This is not the first time Norsk Tipping has faced public scrutiny. Earlier this year, the company’s former CEO stepped down following another betting-related controversy, leaving under a cloud but with a severance package. Combined with the lottery error, these cases have fueled debate over whether a state-owned gambling monopoly can maintain the high standards of fairness and transparency it promises.
What Comes Next
For many players, the revelation has been a bitter reminder that even regulated games are not immune to failure. Regulators, meanwhile, appear determined to ensure that the country’s largest gambling operator is held to account. The fine may be only a fraction of Norsk Tipping’s turnover, but the long-term cost could be measured in public confidence—a currency far more difficult to restore.
