Brazil’s regulated betting market has now completed its first full year of operation, and it has been a resounding success in terms of size and participation. Official figures released by the Secretariat of Prizes and Betting (SPA) indicate that more than 25 million unique CPF records were active across legal betting platforms in 2025. This translates to nearly one in every ten Brazilians participating in a legal betting market.
The figures, which are tracked by the “Bets Panel”, also indicate that the regulated betting market generated more than R$ 36.1 billion in Gross Gaming Revenue (GGR). This puts Brazil in an enviable position as one of the most robust betting markets in the world in terms of size in the first regulatory period.
User Value and Multi-Platform Behavior
When considering the figures in terms of user value, it is clear to see that each user generated an average of R$ 1,431 in revenue for operators in 2025. This indicates not only the financial aspect of user involvement in the market but also the level of maturity in terms of user behavior.
It is clear to see that a total of more than 100 million active user records were registered in 2025. This indicates a level of multi-platform user behavior, where a large number of users are registered on multiple platforms. This is a normal occurrence in a competitive and mature market, where users seek out the best odds and promotions.
The figures indicate that 24.5% of users are registered on four or more platforms. This would suggest a level of fragmentation in terms of user involvement. However, it is also clear to see that 48% of users are loyal to a single operator. This indicates a level of user experience and retention strategy working in favor of legal operators.
Digital Growth and Market Expansion
The introduction of regulation, coupled with the increase of consumer trust and authorized advertisements, has significantly affected digital activity. Total access to betting platforms has increased exponentially, with a growth rate of 275% between 2024 and 2025, reaching 26.39 billion visits compared to 7.03 billion visits in 2024.
The exponential growth of betting activity can be attributed to both the formalization of the betting market and the widespread adoption of digital betting platforms by the country’s citizens.
Social Impact and Revenue Allocation
Aside from the economic benefits of the regulated betting industry, the formalization of the betting industry has significantly impacted the allocation of revenue towards social sectors of the country. In 2025, a total of R$ 4.53 billion was allocated towards social initiatives, accounting for 12% of the overall revenue generated by the betting industry within the country.
The sports sector was the highest beneficiary of the revenue allocation, with a total of R$ 1.62 billion allocated towards sports initiatives. This was followed by tourism, with a revenue allocation of R$ 1.26 billion, and public security, with a revenue allocation of R$ 610 million.
A Market in Consolidation
The first year of regulated betting within Brazil has shown a high level of growth and impact, with the betting industry clearly transitioning beyond its nascent stage and entering a period of consolidation.
With the continued formalization of the betting industry, the industry will likely shift its attention towards sustainability and strengthening of consumer protection, both of which are essential for the continued growth of this rapidly growing betting industry within the country.
