The comments from Brazilian President Luiz Inácio Lula da Silva supported the development of legislation that would prohibit the operation of virtual gaming platforms within Brazil, including the popular form of online casino gaming represented by the so-called “Fortune Tiger.”
The comments from the Brazilian head of state were made during a radio and television broadcast on March 7, prior to the celebration of International Women’s Day on March 8. The comments from the Brazilian leader lasted for approximately six minutes and touched on various issues that are affecting Brazilian society.
During the broadcast, recorded at the Palácio da Alvorada, the head of the Brazilian state spoke about the various issues that are affecting the population of Brazil, including the spread of virtual gaming platforms that are putting families at financial risk, particularly through the operation of mobile gaming.
“The other drama facing Brazilian households is the addiction to gaming. While the addict is mostly the man of the house, the bill is presented to the woman: the money for food, for rent, for the children’s school fees, and the money is spent on the phone screen. Casinos are forbidden in Brazil. It makes no sense for us to allow the ‘Fortune Tiger’ games to penetrate the home and get families into debt through their cell phones.”
He went on to say that the government would work towards addressing the problem through coordination with other branches of the government.
“We will work on that by bringing together the Government, Congress, and the Judiciary so that these digital casinos do not continue indebting families and destroy households.”
A Policy Shift After 2023 Gambling Regulation
The comments from the Brazilian head of state are important, considering that the administration he leads allowed the regulation of online gaming platforms within Brazil in 2023.
This year, the country’s Congress approved a bill that established the regulatory framework for fixed-odds sports betting. This form of betting is commonly referred to as “bets” in Brazil. It was already sanctioned by Lula in December 2023. It was initially presented by the country’s Finance Ministry, led by Minister Fernando Haddad.
The initial draft of the bill only dealt with sports betting. However, during the bill’s processing in the Chamber of Deputies, Adolfo Viana, a congressman, introduced amendments that allowed online casino games.
The Senate attempted to limit the bill to sports betting only. However, the Chamber of Deputies voted in favor of online casino games before the bill was approved.
The law has legalized online casino games and sports betting in Brazil. However, the regulatory framework will only be implemented in January 2025.
This is Lula’s current stance, which is a potential shift from the policy his government implemented less than three years ago.
Political Strategy and Women’s Voters
The speech is part of the government’s strategy to engage in better communication with women voters, especially in the lead-up to the 2026 presidential election in Brazil.
The president attempted to link several issues in his speech, such as domestic financial stability, women’s addiction to gambling, and women’s working conditions.
He also spoke about other issues, such as femicide and labor conditions. In his speech, Lula said that “violence against women is not a private matter where no one should intervene.” He highlighted the government’s actions in dealing with femicide.
Growing Debate Over Online Gambling
The comments made by the president have further fueled the debate over the place of online gaming in Brazil’s economic system.
Even though the current system allows operators who are licensed to provide sports betting and online casino games, the comments made by the president indicate that the federal government could back the introduction of new legislation that seeks to limit or prohibit some forms of digital gaming. Such legislation would need the approval of the National Congress.
