On July 3, 2025, Brazil’s Ministry of Finance, in the person of the Secretariat of Prizes and Betting (SPA), signed a historic cooperation agreement with the Digital Council of Brazil (Conselho Digital). The objective: to promote digital security and regulation for Brazil’s fast-growing fixed-odds betting market. The agreement, signed at the Ministry offices, represents a major step forward toward aligning digital platforms and the regulator in the fight against illegal betting content and disinformation online.
The Role of the Digital Council
Formed in 2019, the Digital Council of Brazil brings together some of the world’s strongest tech players, including Google, Meta, Amazon, TikTok, and Kwai. With digital channels increasingly becoming the center of consumer interaction with betting operators, the partnership marks the first time these companies have officially collaborated, as a single cohesive entity, with Brazil’s regulators within the betting industry.
Felipe França, Digital Council Executive Director, pointed out the innovation in this partnership. “For the first time, the app world is presenting itself in a concerted and combined fashion. The pact was born from understanding that digital gambling regulation needs not only regulations but also ongoing technical cooperation and institutional discussion“.
Scope and Objectives of the Pact
The key purpose of the agreement is to set forth a coordinated strategy for monitoring and acting against unauthorized betting content on online platforms. This entails the creation of two-way communication channels between SPA and participating technology platforms to enable real-time warning alerts and immediate content removal.
Specifically, the programme intends to:
- Monitor online environments, including social media and search engines;
- Tackle networks and eliminate content promoting unauthorized betting services;
- Enforcing child and youth protection law on online promotion;
- Enhancing the transparency and traceability of betting material;
- Promoting legal marketing practices within the betting industry.
As SPA Secretary Regis Dudena described it, the need for this agreement arose early in SPA’s regulatory process. “We soon realized that fixed-odds betting is deeply rooted in the digital world. A collective agreement like this became essential to fulfill our regulatory mandate“.
Combatting Illegal Operators and Ads
The partnership is central to one of SPA’s greatest challenges: shutting down illegal gambling operations and restricting visibility. Internet advertising and sponsored pages from unauthorized gambling operators have further and further targeted vulnerable users, including children. The new partnership will make it more efficient to detect transgressions and act on them.
“By this agreement, intended as an operative tool in real time to detect, block, and dismantle content that is illicit under Brazilian law, there is immediate notice and systematic removal processes“, Dudena described.
A Multi-Sector Initiative to Defend Brazilian Consumers
SPA noted that the agreement’s drafting involved cooperation among its departments and represents the consensus concerning the need for caution in the online world. Beyond enforcement, the cooperation is framed as being part of an even wider effort to protect public health, economic integrity, and consumer protection for the Brazilian betting market.
A Model for Future Regulation
This cooperation sets a precedent not only for Brazil but for other legal regimes that are finding it difficult to regulate gambling in an age of digital technology. It vindicates the notion that good regulation is more than a statutory issue—it is one of strategic partnerships and cooperative effort across industries.
As Brazil works on its regulatory framework for fixed-odds betting, this agreement between SPA and the Digital Council provides an example of how to find a balance between innovation, enforcement, and consumer protection in one of Latin America’s most dynamic markets.
