The consolidation of the regulated betting market in Brazil is about to enter a new stage, with social protection, fraud prevention, and data management increasingly taking center stage. As the betting market matures, so do the debates on the role of the State in protecting citizens while ensuring a stable framework for the regulated betting operators.
These issues will be on the agenda of Serviço Federal de Processamento de Dados’ (Serpro) participation at the SBC Summit Rio, one of the major events for the betting and gaming industry in Brazil.
Since January 2025, when the Brazilian framework for the regulation of the betting sector came into effect, both the public sector and the betting operators have been engaging in debates on key issues such as digital identity verification, fraud prevention, mitigation of social risks, and responsible data management.
Elaine Kato, Superintendent for Treasury and Labor Business at Serpro, highlighted the relevance of public digital infrastructure for the framework of regulation: “Serpro is responsible for operating the public infrastructure that is able to support this regulation, based on official data and qualified information on a national level, in coordination with the Secretaria de Prêmios e Apostas (SPA).”
Regulation Introduces Social Protection Mechanisms
The regulation of the Brazilian betting sector goes beyond the traditional aspects of regulation, including measures for the mitigation of potential social risks.
Among the most significant measures is the Centralized Self-Exclusion Platform, which enables citizens to voluntarily exclude access to online betting services across all authorized operators for a definite or indefinite period of time.
The platform establishes a technical barrier to be respected by the companies authorized to operate, so that there are no offers, communications, or transactions with users who have chosen to practice self-exclusion.
“The government recognizes the risks associated with compulsive behavior and indebtedness and is working to create effective protection mechanisms”, explained Kato.
Another important tool for this public policy has been the Restricted Users Module, part of the Sistema de Gestão de Apostas e Participações (SIGAP). The tool sends alerts to operators when there is a restriction on a taxpayer identification number in Brazil, in cases where the individual receives social welfare benefits, including Bolsa Família and the Benefício de Prestação Continuada.
In these situations, the tool allows operators to block account registrations, reinforcing the social protection goals of this public policy.
SIGAP as the Core Infrastructure of Market Oversight
Created by Serpro for the SPA of the Ministry of Finance, SIGAP is the central technological infrastructure of the regulated betting and participation market in Brazil.
The platform accumulates and processes significant amounts of operational data from companies authorized to operate, creating the necessary basis for exercising oversight.
In the first year of the regulated market, this infrastructure supported enforcement actions, resulting in the blocking of more than 25,000 illegal betting sites. In this period, authorities also detected hundreds of irregular operators and closed numerous bank accounts of illicit activities, according to data from the Ministério da Fazenda.
However, the scope of the regulated environment continues to grow, with more than 25 million Brazilians making bets on authorized sites in the period, indicating the high volume of data processed in the environment.
Supporting Operators Through Official Digital Services
Aside from the regulatory issues, Serpro’s participation in the SBC Summit Rio also aims to assist licensed operators in adapting to the new regulatory environment.
The company’s technical teams will present their solutions related to the SIGAP ecosystem. Part of the tools to be featured is Datavalid, a digital identity verification solution used in user registration processes. According to Elvis Lennon, product manager for Serpro, “Integrated into registration and customer relationship processes, Datavalid helps increase operational reliability by reducing fraud risks and strengthening legal certainty in transactions.”
Serpro continues to reinforce its role as a strategic partner in the implementation of Brazil’s betting regulation. “The partnership with Serpro generates operational efficiency, allows for compliance with the rules established by the state, and above all strengthens citizen protection.”
