After weeks of debate and public inquiry, Brazil’s self-proclaimed “CPI das Bets” (Parliamentary Commission of Inquiry on Betting) came to an end without significant findings or concrete proposals. The Federal Public Ministry (MPF) announced it would not proceed with further investigations once the final report was delivered, thus marking the end of one of the most contentious parliamentary inquiries of the year.
The Inquiry That Failed to Live Up to Expectations
The CPI das Bets was instituted in the Senate with the primary task of investigating reported irregularities involving Brazil’s online sports betting business. The focus of the commission was to carry out an investigation into the potential associations between betting websites, criminal organizations, and influencers on social media promoting these businesses across social media outlets.
But despite lofty early expectations and a sequence of hearings that got broad media attention, the probe had few concrete results. The report, headed by Senator Soraya Thronicke, recommended indictment of some of them, from influencers to 14 other parties that were probed. But the report did not even manage to get the commission’s own members’ support.
As a result, the CPI officially adjourned without drawing actionable conclusions or passing on recommendations that could pose a case law foundation for future investigations.
Senator Soraya’s Response and the Call for Accountability
Even after the report was not endorsed, Senator Soraya Thronicke said she would personally ensure that the investigation report documents reached the appropriate authorities. In a June statement, she declared that the lack of support in the CPI would not stop her from submitting the report to the respective enforcement departments.
“This is not stopping me from submitting the report to all the authorities“, she maintained. “e gIf it were the issue, they would be shielded. But they leaped off the horse once more, because I am going to submit the report and all the documents to the appropriate authorities so that they can conduct the investigation.”
Despite this pledge, the MPF ultimately decided to place the process in the files after going through the documents and testimonies collected throughout the investigation. Prosecutors decreed that there was insufficient evidence to warrant the case continuing or new proceedings being initiated.
Objectives and boundaries of the Bets CPI
When first imagined, the CPI das Bets had two very different investigative objectives. Firstly, to analyze the growing economic and social influence of internet gambling on Brazilian families, namely, how it affected family budgets and patterns of consumption. Secondly, to determine whether the gambling market had any relations with organized crime, like potential cases of money laundering and financial scams.
The committee also sought to understand how online influencers were employed by gambling sites for the promotion and validation of themselves, something that has cropped up more and more with the proliferation of supervised and unsupervised gambling throughout Brazil. Legislators had concerns that influencer marketing could have assisted in normalizing betting activity among young audiences.
A Broader Debate Left Unresolved
The closing of the CPI without actionable results highlights the complexity of regulating Brazil’s betting sector, especially amid the broader national effort to implement the framework established under Law No. 14.790/2023. While the MPF’s decision to close the case may mark the procedural end of this particular investigation, it also reinforces ongoing discussions about oversight, transparency, and responsible advertising in the fast-growing online betting market.
With the federal government proceeding to license and regulate betting operators, the absence of findings from the CPI might turn the spotlight to the newly created regulatory agencies. These agencies will now be in charge of resolving the matters the CPI had endeavored to investigate, making sure that the industry conducts itself within ethical, fiscal, and social responsibility parameters.
In the end, the Bets CPI is a reflection of Brazil’s challenges in finding equilibrium between regulation, accountability, and consumer protection within an industry where digital influence and economic investment are still increasing exponentially.
