Brazil Senate President Decides Against Extending the CPI on Sports Betting

With a daring move, Senate President Davi Alcolumbre (União–AP) has decided not to extend the Parliamentary Inquiry Commission (CPI), or the so-called “CPI of the Bets,” which investigates alleged money laundering and irregularities on online sports betting portals and related promotional campaigns in Brazil.

The decision was also reaffirmed by Senator Jorge Kajuru (PSB–GO), a government deputy leader in the Senate, after an unscheduled meeting with Alcolumbre and other party chiefs at the Official Residence of the Senate. Kajuru provided an account of the internal discussion and rationale for rejecting the extension of the commission’s term.

A Tense Meeting with Clear Signals

As Kajuru writes, the session featured controversy surrounding two large current investigations: the proposed CPMI into irregular pension and retirement discount schemes and the CPI of the Bets. While controversy over the pension probe had revolved around timing—avoiding duplication or interference with other current police probes—the controversy over the CPI of the Bets was more vehement in tone.

Kajuru signaled that Alcolumbre became irritated when the senators requested, once again, an extension of the betting investigation, whose deadline had already been delayed by 45 days, to June 14. The final report, however, is to be voted on during the week leading up to the deadline, June 9 through June 13.

“You Had Time”

Alcolumbre is said to have slammed his fist on the table in frustration at rejecting another extension option. The Senate President was adamant in his opinion that the CPI had been afforded enough time to do its work but was not making substantial progress, Kajuru’s testimony states.

“He told me, ‘I will not take another extension, period. I’ll make the case that you didn’t work, that you didn’t conduct enough sessions, that you didn’t call up the people that you should have. You want to continue this circus?” Kajuru quoted him.

The senator went on to say that when concerns were voiced that the CPI could adjourn without resolution—”adjourn in pizza,” as he put it in Brazilian slang—Alcolumbre remained unmoved. He was reported as having said, “That’s your problem, not mine. I won’t extend it.”

Scope Creep and Loss of Focus

One of the big complaints registered by Alcolumbre is that the CPI has lost its original purpose. While the commission was gathered to investigate financial crimes and regulatory transgressions associated with sports betting websites, its newest focus on subpoenaing online influencers who promoted the sites seems to have diluted its strength.

Alcolumbre criticized this shift in the inquiry, positing that the commission’s current approach was not serious and was more of a media circus than a legislative one that seeks accountability.

The Senate president’s no-nonsense attitude reflects his increasing frustration with commissions that, in his opinion, do not deliver useful outputs while taking up legislative time and political bandwidth.

Final Days of the CPI

With the vote now concluded, CPI of the Bets has only a matter of weeks left to finish its business. The final report must be debated and voted on between June 9 and June 13, ending months of testimony, hearings, and news stories of Brazil’s expanding rapidly online gambling sector.

Despite the criticism and backlash, the commission has brought attention to a significant regulatory and ethical loophole in Brazilian sports betting—namely, the activities of influencers and public figures in promoting betting sites, often without revealing affiliation or the legal framework under which such deals are made.

Broader Implications for Brazilian Politics

Alcolumbre’s unyielding decision not only sends a signal to the members of the current CPI but perhaps signifies a broader shift in how the Senate is considering dealing with parliamentary questions in the future. In forcing accountability and a sense of getting the most out of time, the Senate leadership appears to be positioning for a more goal-oriented approach to dealing with commissions in the future.

At the same time, the CPI’s apparent shortcomings—and the dramatic nature of its shutdown—underscore the persistent challenges the Brazilian legislature faces in balancing political interests, media narratives, and genuine investigative outcomes.

Whether the final report of the CPI of the Bets will provide substantial findings remains to be seen. But what is certain, though, is that its window of opportunity is rapidly shrinking. And at present, the last chapter of this investigation may not conclude with a bang, but with a sigh of frustration from the very top of the Senate.
